11 <br />.. _ 2 <br />STANDARDS AND GUIDELINES <br />All projects must address one or more of the goals included in Legacy, North Carolina's <br />comprehensive historic preservation plan. Reference to specific goals objectives and a <br />statement of how the project will accomplish them (see enclosed information) should be <br />included in the Abstract of the Proposed Project (Part III of Application Form). <br />Activities funded under this program will be perFormed in compliance with the <br />applicable Secretary of the Interior's "Standards and- Guidelines for Archeology and <br />Historic Preservation," and shall be conducted under the supervision of the Historic <br />Preservation Office. <br />Professional qualifications of the staff, consultants, or principal investigators <br />undertaking the grant project(s) must meet the applicable minimal professional <br />qualifications in 36 CFR 61, Appendix A. . <br />All federal grant applications include an Equal Opportunity Statement form which <br />must be completed and returned with the application. Applications without this form will <br />not be considered for funding. <br />SELECTION CRITERIA <br />All proposals will be reviewed and evaluated on the basis of the following: <br />• contribution to statewide architectural or archaeological inventory of historic <br />resources <br />• soundness of project application <br />• emphasis in areas of known development activity <br />• benefit to minority and/or disabled populations <br />• quality of resources in project area <br />• impact on local community <br />For more information contact Linda Harris Edmisten, grants administrator, Historic <br />Preservation Office, 109 East Jones Street, Raleigh, NC 27601-2807. Telephone: (919) <br />733-4763 <br />ELIGIBLE APPLICANTS AND ACTIVITIES <br />Eligible applicants include: Local governments; universities; private nonprofit <br />organizations; Certified Local Governments (CLGs) or potential CLGs which will be <br />certified by March, 1999. Information on the status of CLG certification may be obtained <br />from Melinda Coleman, CLG coordinator, at (919) 733-6545. <br />Eligible activities: Survey and Planning. Priority consideration for funding will be <br />given to projects for comprehensive architectural or archaeological surveys and <br />nominations to the National Register of Historic Places. Preservation planning <br />activities, development of educational materials, and preparation of publishable <br />manuscripts from approved architectural surveys are also eligible for consideration. <br />Publication of surveys, museum exhibits, research, and educational programs usually <br />are not funded. <br />
