ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: January 19, 1999
Action Agenda
Item No. ~_ ,~
SUBJECT: Interlocal Agreement with Town of Carrboro for GIS Services and Products
DEPARTMENT: Land Records PUBLIC HEARING: (Y/1~
.BUDGET AMENDMENT: (Y/1~
ATTACHMENT(S):
Proposed Interlocal Agreement
Roscoe Reeve, ext 2501
Rod Visser, ext 2300
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 227-2031
PURPOSE: To approve an Interlocal agreement between Orange County and the Town of
Carrboro for the mutual purchase of GIS products from the County's vendor, Atlantic Technologies.
BACKGROUND: On January 20, 1998 the Boazd of Commissioners approved an agreement with
Atlantic Technologies to purchase digital data products to enhance the development of GIS in the
County by obtaining new ortfiophotos, topography, and planimetrics. This agreement covers a
multi-phase, multi-yeaz project, and involved the participation of the'County's municipalities,
OWASA, and the University in selecting the vendor and in designating the standazds and features of
the data to be purchased.
The agreement with Atlantic allowed the municipalities to purchase GIS products produced by the
vendor from the County. The attached Interlocal agreement between the County and the Town of
Carrboro sets policy on how data may be obtained when (1) the County has purchased a GIS digital
data product that the Town wants, or when (2) the Town has purchased a GIS digital data product
that the County wants. This agreement is modeled upon a similaz agreement with the Town of
Chapel Hill that was approved by the Board of Commissioners at the June 22, 1998 regulaz meeting.
The financial effect of this Interlocal agreement is to reduce the amount the County will pay out of
pocket for the GIS products and services from Atlantic Technologies. As was the case with Chapel `.
Hill, the Town of Carrboro will pay a "fair shaze" of the costs the County has already incurred under
the contract, and will incur under subsequent phases of the Atlantic contract, if and when those are
approved by the Board of Commissioners. For the phases already approved by the Boazd of
Commissioners, the County's cost will be reduced by a $15,174 payment from the Town of
Carrboro.
