2 <br />BACKGROiJND: The survey instrument was developed by Alexandra Elias, a graduate student <br />(continued) from the Department of City and Regional Planning of the University of North <br />Carolina at Chapel Hill. The survey was refined by the Agricultural Districts <br />Advisory Board and the Planning Department staff. The survey mailing list was <br />provided by the Cooperative Extension Service. The Economic Development <br />Commission covered postage costs for the survey. <br />The survey was endorsed by the Orange County Soil and Water Conservation District <br />Board of Supervisors and publicized in local media outlets. It was mailed to 583 <br />Orange County farmers and agriculturists in late January 1998.
