GENERAL GOVERNMENT <br />911 Surcharge Flexibility <br />Support legislation to increase flexibility in the use of fees generated for Emergency 911 in order to expand the <br />ability of counties to enhance these services. <br />Bud eetine Process of NC General Assembly <br />Support legislation to provide for a study of ways to improve the coordination between state and local budget <br />timetables and processes, in such areas as education, social services, mental health, and public health; particularly <br />in situations where extended legislative sessions increase the difficulty of such coordination. <br />Funding for Lead Regional Organizations <br />Support an increase in state appropriations that, with the approval of member local governments, will be used by <br />the Lead Regional Organizations to promote community and economic development in counties and <br />municipalities. <br />Institute of Government Technology Proiect <br />Support legislation to appropriate recurring funds to establish a Local Government Information Technology <br />program at the Institute of Government. <br />Map Review and Plat Size Requirements <br />Support legislation to amend G.S. 47 -30 to require a minimum 1/2 inch border on all sides of plats being recorded <br />and to remove from the responsibilities of county Map Review Officers the requirement that the officers assure <br />that maps attached to deeds include original surveyors' signatures and seats, that the maps be certified copies of <br />maps, or that they contain the statement "This map is not a certified survey and no reliance may be placed on its <br />accuracy." <br />Board of Commissioner Minutes <br />Support legislation to eliminate the requirement of county governments to record minor tax releases and refunds <br />in the minutes of meetings when minor releases and refunds are reported to a Board of County Commissioners; <br />provided that reference to the releases and refunds shall be recorded in the minutes and that the actual record of <br />releases and refunds shall be maintained by the county for a period of five years. <br />Affordable Insurance. Coastal Counties <br />Support legislation to encourage and require all insurance companies in North Carolina to write their fair share of <br />insurance in coastal areas, to dowtnsize the Beach Plan by re- adjusting the formula in which profits are distributed <br />and losses are paid by companies who do not write their share in coastal areas, and to authorize the Commissioner <br />of Insurance to enforce policies needed to force insurance companies to write more insurance on the coast. <br />F19 <br />W <br />
