Notice to Property Owners <br />Support legislation to amend G.S. 75A-15 to require notice to affected property owners when the Wildlife <br />Resources Commission adopts rules pertaining to operation of vehicles on lakes and waterways of the state. The <br />notice provision should be similar to that required of counties with respect to zoning regulations and changes, <br />described in G.S. 153A -343. <br />V. CRIMINAL JUSTICE <br />Judicial and Court Facilities <br />Support funding to offset the costs of providing office space for judicial and court related officials. <br />Service of Process <br />Support legislation to amend G. S. 7A-3 11 to raise the fee for service of process from $5 to 520. <br />Cockfighting <br />Support legislation to amend N.C.G.S. 14-362 (cockfighting) to provide that a second offense would result in a <br />Class I felony. <br />Electronic Pleading <br />Support legislation to allow defendants already serving active sentences to plead guilty and be sentenced by <br />videoconference. <br />VI. HUMAN RESOURCES <br />Mental Health Funding <br />Support legislation to amend G.S. 122C- 115(d) to allow counties to restore local discretion in budgeting for <br />mental health services. <br />School Based Health Center Participation in Health Choice <br />Support legislation to enable school based health centers to participate in the Health Care Initiative approved by <br />the General Assembly in 1998. <br />State /County Special Assistance for Adults <br />Support legislation to test the potential cost savings of offering a choice to elderly and disabled adults, eligible <br />for support through State/County Special Assistance for Adults, of either staying at home or entering an adult care <br />home. <br />Transfer and /or Discharge from Adult Care Homes <br />Support legislation that defines a set of criteria for transfer and/or discharge, as well as a state level appeals <br />process, so residents of adult care can have the same rights and protections as residents in nursing homes (defined ` <br />in G.S. 131E -117 (15).) <br />Increase Minimum StaMna Level in Adult Care Homes <br />Support legislation to raise the minimum staffing ratio on morning and afternoon shifts in adult care homes from 1 <br />aide for every 20 residents to 1 aide for every 15 residents, to mandaic the presence of sufficient staff who can <br />care for the needs of residents, many of whom require assistance with multiple activities of daily living. <br />3 <br />
