PUBLIC EDUCATION <br />School Funding <br />Support legislation to increase state funding for public schools, specifically: <br />• to provide full state funding for the Low Wealth Schools Supplemental Fund, and <br />• to appropriate state funds to fully fund the costs of utilities in public schools or give the counties a new <br />unrestricted revenue. <br />Funding for Community Colleges <br />Support increased funding for community colleges throughout the state, specifically for technology enhancement <br />and replacement, capital expenditures ( construction, repairs and renovations), and personnel. <br />Installment Contract Financing <br />Support legislation enabling all boards of county commissioners to use the installment contract method to finance <br />public school and community college capital projects. <br />New School Construction Design and Bidding Process <br />Support legislation streamlining the design and bidding processes for new school construction ( "prototype <br />schools'). <br />III. ENVIRONMENT <br />Timely State Agency Action <br />Support legislation to assure the expeditious action on the part of state agencies charged with approving permit <br />applications or with monitoring activities, to eliminate prolonged delay preventing local communities from <br />undertaking necessary activities to serve the needs of their citizens. <br />IV. PLANNING, ECONOMIC DEVELOPMENT, AND LAND USE <br />Compensation for Lost Property Tax Revenue <br />Support legislation to require compensation by state agencies and units of local government for lost property taxes <br />when they purchase land in other jurisdictions if it results in substantial economic loss to the host county. <br />Coastal Resources Commission Authority <br />Support legislation to prohibit proposed rules and regulations from being implemented by the Coastal Resources <br />Commission until local elected officials have been consulted and have expressed support for the new rules and <br />regulations. <br />Resource Conservation and Development Councils <br />Support legislation to provide each of the state's Resource Conservation and Development Councils a $50,000 <br />appropriation as leverage for grants - totaling $500,000, which will be allocated by each county in the regional <br />council. <br />Municipal Annexation and Incorporation <br />Support legislation to: <br />• establish higher levels of services and improved coordination between cities and counties in meeting local <br />governmental services needs of the state's citizens by requiring that municipal officials consult with county <br />officials before any annexation and by requiring that cities not be allowed to annex territory where all chief <br />services are in place or unless there is in place a long range services plan for extending their chief services to <br />surrounding areas experiencing, or projected to experience, urban growth. These should be joint city- county <br />plans that also cover the chief county services; <br />• modify existing annexation statutes to enhance their openness and responsiveness to citizen concerns; <br />• modify the annexation process to make it as fair and orderly as possible and to remove unnecessary <br />procedural requirements that accomplish no benefit for any interested party; <br />
