The area <br />zoned for the EDD meets all criteria <br />as given in Article IV, Section 4.2.11. <br />Allowing residential development of <br />any large tract would defeat the <br />purpose of the district; the County <br />has limited land designated for <br />commercial and industrial purposes <br />and this is a strategic location for <br />those uses. The application does not <br />allege that there is an error in the <br />Zoning Atlas. (The application does <br />state that the 1996 Zoning Atlas <br />Amendment was "too harsh without a <br />plan for city water & sewage.) <br />The EDD safeguards the area for the <br />long range plan for light industrial <br />and commercial uses that will <br />probably not happen in this area for <br />another ten years. There has been <br />no pressure for residential <br />development in this area. The <br />application makes no mention of <br />changing conditions within the area. <br />
