pRAN(;F <br />`~G O G pRANpF <br />O <br />4 ~E~~~n o Z Update on Shaping Orange County's Future r`°° ~.~.r ~°Z <br />fA ~ <br />° H January 29,1999 y o °' <br />y <br />FUTURE <br />FUTURE <br />The SOCF Task Force is preparing to enter the home stretch of ,the Shaping Orange <br />County's Future process: creating alternative scenarios of the future and defining <br />recommended strategies for reaching a desirable future. <br />To date the Task Force has researched and defined key issues for the County and <br />adopted a set of values to use as guideposts in setting goals, objectives and <br />recommended action strategies. And, at the January 28 meeting, the Task Force <br />reached a new milestone when we formally adopted a working set of goals and <br />objectives. <br />Last fall the Conflicts and Opportunities Committee fmished their work, providing an <br />approach for resolving apparent conflicts in which stakeholders hold differing positions <br />that are seemingly in conflict. The method detailed in the report involves re-framing a <br />conflict away from polarizing "pro vs. con" arguments and toward a set of shared goals <br />(in the form of questions of how to address the needs of all stakeholders). This method <br />of resolving conflicts will be used by the Task Force in the scenario building process to <br />reach consensus on a vision for the future. <br />Project staff recently fmished an Orange County Profile, which is a concise, readable <br />compilation of data and information on current and past trends for key issue areas. <br />This comprehensive profile will serve as a reference guide for the Task Force in <br />completing the next steps of the process. <br />Staff is currently in the process of creating a baseline scenario of what the future may <br />look like in the year 2030 if current trends and policies continue. This baseline <br />scenario will be used in conjunction with the Orange County Profile, defined goals and <br />objectives and the SOCF values statement to assist the Task Force in creating <br />alternative scenarios of the future. The Task Force will evaluate the pros and cons of <br />the baseline scenario. and use this as a springboard for creation of a desirable alternative <br />scenario of the future. Scenario .creation will also involve detailing options on <br />strategies for arriving at the desired future. After seeking input from the public and <br />elected officials, the Task Force will synthesize the scenarios to arrive at a final <br />preferred scenario in June, and will complete a report detailing recommended options <br />for achieving the goals and objectives by December 1. <br />(Please see reverse for project schedule through Step 9) <br />
