The ;hoice here seems limited <br />to three forms of assistance: direct government <br />excess- coverage insurance, general indemnity, or <br />limitation of liability combined with public <br />protection through a disaster insurance plant. <br />(b) If excess coverage insurance seems de- <br />sirable, what basis will be used in determining <br />the rates to be charged? To date, no definitive <br />rate studies have been undertaken by the private <br />-�} insurers, and the indications are that initially <br />each project will be evaluated separately with <br />respect to the cost of coverage. <br />(c) Should there be an upper limit on the <br />amount of government assistance provided and if <br />so what factors are available for consideration <br />in setting the limit? <br />Need for Legislation <br />The Commission is giving continuous attention to <br />the various aspects of this important problem but has not <br />yet reached a conclusion as to whether government insur- <br />ance will be needed. <br />M., <br />MBOMOU <br />
