Some Technical Issues Related to <br />Activation of Pools C and D <br />• When the Harris plant was designed, <br />cooling of pools C and D was to be <br />provided by the systems of Unit 2. That <br />unit was never built. <br />• The bounding heat load for pools C and D <br />will be 15.6 million BTU /hour. The <br />component cooling water (CCW) system <br />for Unit 1 cannot accommodate that load. <br />• CP &L's short -term plan (through 2001) is <br />to limit the heat load in pools C and D to <br />1.0 million BTU /hour, and to exploit the <br />margin in the existing CCW system so as <br />to accommodate that heat load. This plan <br />constitutes an "unreviewed safety <br />question" because the CCW system serves <br />safety functions at the Harris reactor. <br />• CP &L's longer -term plan is to upgrade the <br />CCW system. That upgrade has not yet <br />been designed. <br />• The PWR racks in pools C and D will not <br />be safe against criticality for low- burnup or <br />high- enrichment fuel. <br />• Some quality assurance documentation is <br />not available for completed portions of the <br />cooling system for pools C and D. <br />page 9 <br />
