42 <br />Gustaveson seconded the adoption of the resolution. All members of the <br />Board voted aye and the Resolution was adopted. <br />(For copy of the resolution relating to the issuance of General <br />Obligation Bonds see page 44 of this book). <br />Chairman Whitted referred to Item 14: The Manager's Report on the <br />Status of membership on the Board of the Durham-Orange Manpower Council. <br />The agenda attachment stated that Orange County has eight appointments <br />to make on the governing board of the Durham-Orange Employment and <br />Training Service Advisory Council. At present, ten persons are named <br />to serve in these positions, however, two or three of these persons are - -. <br />not attending tha meetings. A member of the Council has asked the <br />question, who are the official delegates from Orange County. The <br />County Manager stated that James Wallace served in an exofficio capacity <br />and did not vote. His attendance was infrequent. Mr. Gattis recommend- <br />ed that since Mayor Wallace was an exofficio member, that he be omitted <br />as well as one other member. <br />Upon motion of Commissioner Willhoit, seconded by Commissioner <br />Gustaveson, it was moved and adopted to omit the name of Phyllis <br />Locklear from the membership of the Durham-Orange Employment Training <br />and Service Advisory Council. The Clerk was instructed to inform Ms. <br />Locklear of this action and to also write Mr. Joe Augustine and request <br />that he send a respresentative to the meetings, if he could not attend <br />himself in order that his organization might. be represented. <br />Item 15: The Manager's report on the Thexmal Efficiency Study pro- <br />posed at the Mental Health Center Property. The agenda attachment <br />stated that the principal thermal problem encountered thus far was anti- <br />cipated heat build-up during the summer. A prospective vendor is runn- <br />ing a computer analysis to determine the effect of a particular type <br />screening designed to help control this problem. Because of the north- <br />south orientation of this structure substantial solar heat will be accumu- <br />lated through the outside walls during the summer. Considering the fact <br />the building is of masonry construction there is little possibility of <br />adding insulation to the walls. Tc improve thermal efficience must be <br />confined almost entirely to redesigning the overhead insulation system <br />and window arrangement along the outside walls. A study of this sort'. <br />would cost approximately $1,200. Such a study would take between two <br />and three weeks. <br />Commissioner Gustaveson stated that he felt the basic design of <br />the building was already determined. He suggested thermo glass and <br />shading and to not get into any sophisticated alterations. <br />The County Manager was asked to check into the matter further. <br />Item 22: Chairman Whitted will discuss possible County Membership <br />in the Neuse River Basin Association. The Chairman stated that this was <br />an effort to reactivate the Neuse River Basin Association and to his <br />recollectin, Orange County had never been a member of the Association. <br />The Board took no action on this appointment. Commissioner Pinney <br />moved to table the matter. This motion died for lack of a second. <br />Chairman Whitted referred to Item 23: Appointments <br />~. <br />A. A first alternate to the Orange County Board of Adjustment. <br />Commissioner Gustaveson nominated A. T. Davison as the first _ <br />alternate to the Orange County Board of Adjustment. <br />Upon motion of Commissioner Willhoit, seconded by Commissioner <br />Gustaveson, it was moved and adopted to appoint A. T. Davison as the <br />first alternate to the County Board of Adjustment. <br />B. Five additional persons should be named to the Orange County <br />Planning Board. <br />Commissioner Willhoit moved that these appointments be tabled until <br />another time. Commissioner Walker seconded this motion. <br />
