41 <br />The attachment referred to a letter received from Floyd Wicker, <br />Executive Director of JOCCA, expressing his concerns abcut such an <br />agreement as well as identifying some duties they are able to perform <br />and suggested responsibilities they feel the County might assume relative <br />to the use of these facilities. <br />The County Manager recommends that a draft agreement for the Board's <br />consideration be drawn. <br />Discussion ensued. Chairman Whitted stated that the County Manager <br />and the County Attorney should originate a formal agreement with JDCCA <br />for the Board's approval concerning the ownership of the buildings. <br />The second element of concern is one of programs carried on in the build- <br />ings. ' <br />Commissioner Gustaveson suggested that a meeting be set with JOCCA <br />and the Recreation Department and other concerned agencies to look at <br />some long range plans. The Board agreed to schedule a meeting for some <br />time in early Februar~. This meeting will be scheduled at the January <br />18th meeting. A letter is to be sent to the 'Chairman of the Recreation <br />Advisory Council informing him of the proposed meeting. <br />Item 24: The Civil Defense and Agricultural Stabilization Service <br />Director will propose a resolution by the Board of Commissioners author- <br />izing County participation in a program involving the distribution of <br />oats as livestock feed. <br />Burch Compton, Civil Prepareness Director, stated that the Feed <br />Program has progressed very well, except for the shortage of oats. A <br />letter is requested from the Board concerning the continuance of the <br />distribution of feed grain. Mr. Donald Roberts of the County Agricul- <br />tural Stabilization Service presented to the Berard a letter to Governor <br />Holshouser requesting a Presidential Declaration of an Emergency for <br />Orange County for the purpose of providing assistance to the affected <br />farmers of Orange County. <br />Upon motion of Commissioner Willhoit, seconded by Commissioner <br />Pinney, it was moved and adopted to approve the letter to Governor <br />Holshouser. <br />Commissioner Gustaveson requested that a copy of the letter be <br />sent to Governor elect Jim Hunt. <br />Chairman Whitted referred to Item 13: The Planning Director will <br />submit a draft of a proposed Ordinance creating a County Planning Board. <br />Irvin Dobson, Planning Director, reviewed with the Board the <br />proposed Ordinance. The Board suggested a few minor changes to be made <br />to the Ordinance. The Board will review this document again on the <br />first Monday in February, at which time, a Public Hearing will be held <br />for the adoption of the Ordinance. The Hearing is scheduled for 12:00 <br />Noon, on February 7, 1977. <br />Chris Edwards brought to the Board's attention a request from the <br />New Hope Fire Department to have signs erected in the two areas of the <br />two fire departments indicating to motorists that they are approaching <br />fire stations. The Clerk was asked to notify the Highway Aepartment <br />with this request. <br />Item 2p was the next item for discussion. The Manager would like <br />the Board's approval to proceed with certain building alterations. Mr. <br />Gattis explained that these recommendations are set forth in the prc- <br />pasal of Mr. Nassif. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Willhoit, it was moved and adopted to accept the Manager's recommenda- <br />tion for alterations to the new Courthouse. <br />Commissioner Willhoit requested that Mr. Nassif be consulted about <br />the direction of the swing of the doors in order to meet fire standards. <br />Item 18: The County Attorney will present a resolution relating <br />to issuance of bonds under the 2/3 Debt Retirement Statute. <br />Commissioner Pinney introduced the Resolution.
