~~ <br />the district. The withdrawal would xequire restructure. An audit of <br />the Health Department would be necessary, which would be certified by <br />the Local Government Commission. Withdrawal can only occur at the end <br />of a fiscal year of the District Health Department, which is June 30th. <br />A notice must be give to the Department of Human Resources, and he <br />suggested that notice be given to the District Health Department. In <br />setting up a new Health Department, the County can adopt the rules and <br />regulations of the District Health Department ar can set up its own <br />rules and regulations. <br />Discussion ensued. Commissioner Walker suggested that .the Board <br />of Commissioner meet with the District Health Board and attempt to <br />work out the problems of the health needs of the County. <br />~` Commissioner Gustaveson responded to this statement by saying that <br />the $oard of Commissioners had given the District Health Department <br />sufficient time to mc;ve. He suggested that a meeting be scheduled with <br />the Division of Health Services in Raleigh to explore the factors in- <br />volved in withdrawing from the Health District. He suggested further <br />that the Board work with the Finance Director to look at the financial <br />feasibility of the County setting up its awn Health Department and/or <br />look at other organizational options available other than the Distric4. <br />Mr. Gustaveson recited several options that could possibly be availati:wa. <br />He suggested that a letter be sent to the other Counties within the <br />District Health Department informing them of the County's consideratao.a <br />to withdraw from the district. <br />The Board shheduled January 25, 1977, at 7:30 p.m., as the time to <br />continue discussion of withdrawing from the District Health Department. <br />At the January 25th meeting, the Board will discuss the results of the <br />meeting with the Division of Health Services; the Finance Director wi1J_ <br />be ready to report the financial feasibility of other options; a respons= <br />would have been received from the other counties within the distract and. <br />any other concerns from citizens regarding the Health Department wall be <br />heard. <br />Commissioner Walker stated that the Board needed clear proof that <br />health servioes were not being met for the County. <br />Commissioner Willhoit suggested that the Health Task Force be con- <br />tacted and inform them of the meeting and request that they finalize <br />the Health Task Force Report or present an interim report number two. <br />Ttem 9 on the Agenda: Will the Board of Commissioners approve the <br />Manager investigating the feasibility of installing a raw water pumping <br />station at Lake Orange. <br />The agenda attachment stated that Commissioner Willhoit observed <br />during the recent drought that many wells in rural areas of Orange <br />County went dry forcing farmers owning cattle to secure water from <br />some alternative source. He feels it would be reasonable for the <br />County to provide a raw water pump at Lake Orange if a prolonged drough~ <br />occurs again. <br />Discussion ensued. Commissioner Willhoit suggested that an engineer <br />advise the County Manager of the type o~ pump that is needed and the <br />cast of the pump. The County Manager was authorized to take appropriatr~ <br />action. <br />Chairman Whitted referred to Item 19: Mr. P. A. Saitta wculd like <br />to review with the Board of Commissioners his request to hunt waterfowl <br />at Lake Orange. <br />Chairman Whitted stated that this item had been tabled at the <br />December 21st meeting. Mr. Saitta had requested to appear before the <br />Board and present his request. <br />Mr. Saitta stated that he had hunted an property at Lake Orange <br />beginning in the fall of 1972 with permission from landowners. In the <br />fall of 1973, permission was sought again and this time permission was <br />denied because, as Mr. Saitta was told, hunting constituted a hazard to <br />people on or about the lake and that outside hunters were not wanted. <br />Mr. Saitta then obtained permission from another landowner.
