3s <br />Commissioner Willhoit stated that the request should include the <br />approaches, as well as the bridge. Commissioner Finney suggested that <br />the sides of the road of the approaches and the bridge be upgraded. <br />The Board agreed that the crossing was a treachous crossing and that <br />some action should be taken concerning the bridge. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Willhoit, it was moved and adopted to strongly urge the Department of <br />Transportation to investigate the bridge crossing and further urge that <br />additional guardrail and upgrading to the approaches and bridge be added. <br />Commissioner Walker brought to the attention of the Board a road <br />matter at the intersection of Highway 57 and 157. He stated that - <br />recently an accident had occurred at this intersection which resulted <br />in one death and several injuries. He requested the Board to ask the <br />Department of Transportation to investigate this intersection with the <br />possibi.li.ty of installing a "blinking light". <br />Upon motion of Commissioner Walker, seconded by Commissioner <br />Gustaveson, it was moved and adopted to strongly urge the Department <br />of Transportation to investigate the intersection of Highway S7 and 157 <br />and because of the dangerous nature of this intersection request the <br />Department to install a "blinking light" at this location. <br />Chairman Whitted referred to Item 7: Petitions for additions to <br />the State Road System: <br />A. The Department of Transportation recommends that Emily Road, <br />Fearrington Drive and Marcus Drive be added to the State Road System. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Walker, <br />it was moved and adopted to accept the recommendation of the Department <br />of Transportation concerning Emily Road, Fearrington Drive and Marcus <br />Drive. <br />B. The Department of Transportation recommends that the Morris <br />Dead End Road not be added to the State System. <br />The Commissioners took no action on this recommendation. <br />Chairman Whitted referred to Item 8: Commissioner Gustaveson will <br />discuss the issue of County withdrawal from the District Health Depart- <br />ment. The County Attorney is prepared to respond to questions of a pro- <br />cedural nature concerning this issue. <br />Commissioner' Gustaveson stated that he felt that first a legal <br />answer was needed from the County Attorney concerning the withdrawal <br />from the District Health Department. <br />Commissioner Walker stated that he felt the Board should follow <br />the recommendations of the Health Task Force to work to strengthen the <br />existing Health Department. He asked if this was the wish of the entire <br />Board. <br />Commissioner Gustaveson stated that the Health Task Force had recom- <br />mended a series of things to be accomplished within the District Health <br />Department. He added that since these recommendations had been ignored <br />by the District Health Department, he felt it was time to consider other <br />alternatives. He added that his question was ta`explore other options <br />to the District Health Department. Commissioner Gustaveson continued by <br />stating that high priorities were discussed in October of 1975 when.the <br />District Health Department met with the Health Task Force and the Commis- _ <br />sinners, again at budget time of last year, and at the presentation of <br />the interim report of the Health Task Force. The reports'to the District <br />Health Board all indicated that these were high priorities and at this <br />point, none of these priorities have been moved on. He added that if <br />the Board did move to set up its own Health Department, it should move <br />now in looking at options and the financial feasibility of these options <br />and to give notice to the other Counties of the Board's intent. <br />Jeff Gledhill, County Attorney, stated that the Board of Commis- <br />sioners must determine by a majority vote that the District Health <br />Department is not opex'ating to the best health interest for the citizens <br />of Orange County. If the decision is "no", the County may withdraw from <br />
