34 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />JANUARY 4, 1977 <br />The Orange County Board of Commissioners met in regular session <br />on Tuesday, January 4, 1977, at 10:00 a. m., in the Commissioners' Room <br />of the Courthouse in Hillsborough, N. C. <br />Members present were Chairman Richard Whitted, Commissioners <br />Norman Gustaveson, Jan Pinney, Norman Walker and Donald Willhoit. <br />Others present were S. M. Gattis, County Administrator, Neal Evans, <br />County Finance Director, Jeffrey Gledhill, County Attorney, and Agatha <br />Johnson, Clerk. -- <br />Chairman Whitted inquired if there were persons present who were <br />not listed on the agenda, and who had matters to discuss before the <br />Board of Commissioners. <br />No one came forth. <br />Chairman Whitted asked that an additional item be added to the <br />agenda, which was concerning the CETA funds within the Employment and <br />Training Service. This will be Ttem 25 on the agenda. <br />The Chairman referred to Item 2: Minutes of the December 21, 1976 <br />meeting. <br />The Board reviewed the December 21st minutes and pointed. out cor- <br />rections to be made. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the minutes of December 21, <br />1976, be approved. <br />Item 3: Chairman Whitted introduced Ms. Dorothy Kiester, a <br />volunteer worker with the Inter-Church Council. Mr. Whitted stated <br />that Ms. Kiester would review with the Board of Commissioners materials <br />relating to the General Assistance Program offered by the County Social <br />Service Department. Ms. Kiester stated that the Inter-Church Council <br />had two elements to its service within the community. One was direct <br />service and the other was an effort to correct problems through social <br />action. She added that Inter-Church Council (ICC) did not attempt to <br />undertake projects which other agencies existed to do. Mr. Kiester <br />stated that she and other representatives from ICC were here today to <br />provide the Board with background information of the experiences of TCC <br />and supportive data for the Social Services General Assistance budget, <br />which will be presented later in the year. <br />Carol Cuatrecasas of ICC reviewed with the Board a study of the <br />needs of the low-income of the Chapel Hi11-Carrboro area. She spoke <br />of the Loan/Grant Fund which provided basic necessities for emergency <br />assistance to the low-income of the area. She added that the Loan/Grant <br />Fund was financed through private contributions. <br />Ms. Cuatrecasas stated that during a six month period, ICC had <br />aided 206 clients with monies amounting to $8,07'8. She continued to <br />review characteristics of the clients who seek help through ICC. <br />Discussion ensued concerning the service to the elderly within the <br />low-income community. Ms. Cuatrecasas stated that 29 percent of the <br />clients were between seventeen and twenty-five years of age, 49 percent <br />between twenty-six and forty-five years of age, 12 percent between <br />forty-six and sixty years of age, 5.3 percent were over sixty years of <br />age and 4.3 percent were unknown. She stated that the reason for this <br />low percentage of service to the elderly was unknown. <br />The ICC was requested to submit copies of this survey to each <br />member of the Board of Commissioners, members of the Social Services <br />
