EDUCATION <br />GOAL: To promote fairness, effectiveness, and efficiency in the allocation to and use of resources <br />by the two school systems. <br />OBJECTIVE: To continue pursuit of progress towards equal current expense funding <br />between the two school systems. Consistent with plan of action to achieve "equitable and effective <br />school funding ". <br />a. Expansion or new initiatives presented in priority order <br />b. Refine mechanisms to start budget collaboration earlier <br />OBJECTIVE: To pursue short-term and long -term solutions to school capital needs that will <br />promote capital funding and facility equity. <br />a. Requiretrequest value engineering on all capital projects involving more than a <br />threshold level of county funding. This is consistent with I &E report, section entitled "County <br />Expenditures- Schools ": "The Committee also recommends that the Board of Commissioners <br />encourage the Boards of Education to employ a similar kind of 'in-depth' innovation and efficiency <br />analysis to identify potential savings within the school systems. Although we recognize that the <br />Commissioners have little direct say over school expenditures, we do feel that their expertise and <br />influence in such matters is invaluable." <br />EFFICIENCY IMPROVEMENTS <br />GOAL: To develop strategies to continue to promote more efficient County government operations <br />which will ultimately result in financial savings. <br />-- Reconvene Innovation and Efficiency Committee, as per its 1996 recommendation. <br />-- Management Study <br />Recommendation 4 of the 1996 Innovation and Efficiency Committee was to "Adopt as <br />a County a process and model to systematically evaluate County operations, including existing <br />operations and requests for additional resources ". As part of that recommendation the committee <br />noted without stating a choice "that there are a variety of strategies and resources that may be used <br />to conduct the model evaluation process ", among them "using external private management <br />consultants to conduct evaluations ", using local business leaders, and using university support. <br />Among the possible areas to be addressed by such a study: <br />a. Efficiency -- structure, practice <br />b. Build teamwork <br />c. Promote responsiveness <br />d. BOCC /staff relations <br />e. Encourage creativity <br />f. Pay and classification issues <br />- -Refine pay- for - performance agreement with manager <br />-- Review structure of budget process <br />a. Proposed positions broken down by funding source <br />(County, dept. revenues, outside) <br />b. Organization of work sessions <br />19 senior staff sitting, unneeded, at 6:45 PM on 6/10/98 <br />- -Grants <br />Identify locus in county government for expertise in targeting of grant opportunities and <br />strategies for acquisition. <br />
