SUGGESTED ORANGE COUNTY COMMISSIONERS' GOALS AND OBJECTIVES, <br />FISCAL YEAR 1999 -2000 <br />COMMUNICATIONS <br />GOAL: To promote more effective communication between and among the Board of <br />Commissioners and Orange County citizens, other local officals and within the BOCC. <br />- -Phone <br />a. Short-term: Message doesn't include BOCC option <br />b. Long -term: Examine feasibility of separate number for assistance to citizens <br />(troubleshooter, ombudsman, citizens' aid) <br />c. After -hours voice mail by name <br />— Dissemination of information (Orange Outreach) <br />a. Education <br />Septic tanks, children's health insurance, Work First <br />b. Promote involvement <br />Schools <br />Civic and social groups <br />-- Bumper stickers: "Committed to safe driving" with phone number. <br />-- Develop criteria to assure multilingual capabilities. <br />ECONOMIC DEVELOPMENT <br />GOAL: Application and refinement of economic development districts <br />GOAL: Identify an option for future disposal capacity (Solid Waste) <br />-- Encourage search for C &D disposal site in EDD <br />GOAL: Application and refinement of economic development districts <br />GOAL: Study the feasibility, costs and financing of the expansion of the Efland sewer system as <br />required to serve potential customers in the Efland area <br />-- Orange- Alamance water system <br />Investigate efficacy of continued existence of system in light of concerns regarding <br />resource management, function, cost- effectiveness, public control. <br />-- Examine possibility of seeking state funding through new bond issue to expedite and expand <br />Efland sewer project. <br />a. Include those promised relief but currently not covered by Efland sewer project. <br />b. Develop potential mechanism for encouraging corporate sewer - dependent projects in <br />EDD. This could include solid waste industry and facilities. <br />-- Examine possibility of seeking state funding through new bond issue to create sewer <br />partnership with Hillsborogh for serving Hillsborough EDD. <br />ADD OBJECTIVE: <br />Involve Economic Development Commission more actively in agricultural issues. <br />-- Increase representation of farm and rural residents on board. <br />-- Develop program for making recommendations to BOCC to provide monthly recognition of <br />notable county businesses. <br />
