24 <br />Commissioner Willhoit requested that the Commissioners be informed <br />of the time of the subcommittee's meeting to consider hiring an.~admini- <br />strator for the District Health Department. <br />Commissioner Gustaveson moved for the enthusiastic support of the <br />request to appropriate $6,000 from the District Health Department's <br />budget for an additional school nurse, and that provisions be made in <br />the forthcoming budget for this position. <br />The motion was seconded by Commissioner Willhoit. The Chairman <br />called for the vote on the motion and all members of the Board voted aye. <br />The motion was declared passed. <br />Chairman Whitted referred to Item 4: Ms. Marilyn Tyroler will <br />request the Board of Commissioners provide $1,500 to fund the CRIB Pro- <br />gram for the October-December quarter. <br />Ms. Frances Muth, of the CRIB staff, stated that CRIB is a corpor- <br />ated home for mother and their babies who have no other place to live. <br />She stated that CRIB had been funded since May of 1974 with 314-D funds <br />and United Fund. The 314-D funds are no longer available. Ms. Muth <br />requested $1,500 from the County to continue the CRIB program through <br />the months of December and January of 1977. She added that CRIB would <br />seek other sources of funding for the month of February and the remainder <br />of the year. <br />Discussion ensued concerning the budget of the CRIB Program. <br />Ms. Tyroler of the Social Services Department, spoke of the value <br />of the CRIB Program. She stated that the program was a very inexpensive <br />program which used the coordinated services of the community. She added <br />that at the end of January, $3,500 would be available through United Fund. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br />it was moved and adopted to appropriate $1,500 from the Contingency Fund <br />to the CRIB Program. The Finance Director was requested to provide the <br />Board with a proper budget amendment. <br />(For copy of Budget Amendment see page 31 of this book.) <br />Mr. Gustaveson asked that the CRIB accountant clarify the budget <br />and to state clearly just where the money appropriated by the County <br />was going. It was pointed out that the CRIB Program was a public service <br />and that no one was turned away. The recipients are encouraged to <br />seek employment and to repay monies .used for their care. <br />Chairman Whitted referred to Item 5: Appointments <br />A. A first alternate should be named to the Orange County Board of <br />Adjustment. <br />Commissioner Willhoit asked why alternates were needed, why not expand <br />the Board to ten members. <br />The County Manager stated that if the Board was expanded, it would <br />increase the quorum and the difficult was attendance of members. <br />Commissioner Gustaveson suggested that this appointment be deferred <br />until the next meeting at which tuns the Board wotild look at the list of <br />persons applying for the Advisory Planning Council. He added that perhaps <br />one of these persons would be interested in serving on this Board as an <br />alternate. <br />B. A consumer representative should be named to the Durham-Orange <br />Employment Training Service Advisory Council. <br />Chairman Whitted stated that he had attended the December meeting o£ <br />the DOETS and that the actual membership from Orange County was unclear. <br />He asked that a list be provided to him with names of the Orange County <br />members. <br />C. A person or persons should be named to fill vacancies on the <br />County EMS Counsil and the Orange Water and Sewer Authority created by <br />the resignation o£ Flora Garrett. <br />
