No <br />ATTACHMENT(S): <br />Area Map <br />INFORMATION CONTACT: <br />Pam Jones, ext. 2650 <br />Telephone Number: <br />Hillsborough <br />732 -8181 <br />Chapel Hill <br />967 -9251 <br />Mebane <br />227 -2031 <br />Durham <br />688 -7331 <br />PURPOSE: To consider declaring as surplus one lot in Clark Hills Subdivision and <br />authorizing the County Manager or his designee to enter into negotiations with the <br />prospective buyers. <br />BACKGROUND: In February 1985, the County acquired a lot in Clark Hills Subdivision <br />in the Town of Chapel Hill, in conjunction with a tax forfeiture. The property is <br />comprised of about 1.15 acres on the north side of Markham Drive. The lot contains a <br />utility easement and resource conservation district (RCD) restrictions. There would be <br />significant site development costs if someone wished to construct a building on this site <br />because of the aforementioned constraints. A citizen has approached staff requesting <br />that the County entertain an offer for the property. The potential buyer has been made <br />aware of the site limitations and has continued to express serious interest in acquiring <br />the property. <br />County Engineer Paul Thames and Housing and Community Development Director Tara <br />Fikes have visited the site and view it as impractical for affordable housing purposes <br />because of the significant site development expenses that would be involved. The <br />County has no identified present or future need for the property. Staff therefore <br />recommends that the property be declared surplus and the disposal process begun. <br />Under North Carolina law, the County may dispose of surplus property in several ways. <br />One of the appropriate disposal methods for real estate is negotiated <br />offer /advertisement/upset bids. Steps would be as follows: <br />➢ The Board declares the subject property as surplus. <br />➢ The Board authorizes a County official to negotiate with the prospective buyers. <br />
