Concept Plans <br />W* (1) High Point Woods, Phase 3 <br />(8 Lots - Chapel Hill Township) <br />Presentation by Emily Cameron. <br />The property is located in the northwest corner of Chapel Hill Township on <br />the south side of Ode Turner Road (SR 1130) north of Davis Road (SR <br />1129) on a private road called Sparrow Hawk Crest. The total acreage to be <br />subdivided is 50.08 acres, which is currently in five (5) lots that are slightly <br />over ten (10) acres each created in December 1996. The current zoning is <br />Rural Residential (R-1) with approximately one -third of the acreage in the <br />Upper Eno Protected Watershed. Adjacent land uses are residential, a <br />power transmission line, and towers for Duke Power and AT&T. <br />The entire tract is wooded (except for the power line right -of -way and <br />existing gravel road) with predominantly mature hardwoods and typical <br />understory species. A 50 -foot Type D Land Use Buffer is required adjacent <br />to the power transmission line located on the northern boundary of the <br />subdivision. Most of the slopes are in the 71/2 to 15 percent range. Slopes <br />over 15 percent (secondary conservation area) and over 25 percent (primary <br />conservation area) are likely to remain undisturbed because the proposed lot <br />sizes are larger and the steeper slopes occur near drainage ways and lot <br />boundaries. <br />The applicant has submitted a report from a soil scientist which evaluates <br />the suitability of the soil to support on -site subsurface sewage disposal. <br />Most of the soils are provisionally suitable, with the exception of the <br />drainage area shown on the site analysis. The Orange County Health <br />Department is currently reviewing the proposed lots for septic system <br />suitability. <br />Two Concept Plans have been submitted by Monarch Consulting Trust for <br />review. One Concept Plan is a conventional design featuring four 7 -acre <br />lots, four 3 -acre lots, and a 10 -acre recombination. The existing right -of- <br />
