<br />541. Solid waste System Ope�ratioon. (a) The County shall establish and
<br />enforce reasonable rules and regulations governing the operation and use of the Solid Waste
<br />System, operate the Solid Waste System in an efficient and economical manner, and maintain the
<br />properties constituting the Solid Waste System in good repair and in sound operating condition
<br />for so long as the same are necessary for the operation of the Solid Waste System.
<br />(b) As part of its responsibility to operate the Solid Waste System,
<br />the County shall provide System Management Facilities suitable for the disposition of Solid
<br />Waste by the County, the Towns and the perso and
<br />oranizations within their inrisdictions. The County shall have the right to refuse to accept for
<br />disposal at System Management Facilities any material or substance which the- County
<br />reasonably determines is barred from such disposal by the Solid Waste Management Nan
<br />Policies or any applicable law or regulation.
