Attachment 4 <br />BOCC Work Session <br />2/ 18/99 <br />DRAFT TIMETABLE/MILESTONES <br />POTENTIAL SOLID WASTE MANAGEMENT TRANSITION <br />FROM TOWN OF CHAPEL HILL TO ORANGE COUNTY <br />In keeping with awell-established principle first adopted by the Board in November 1997, it is <br />imperative that a Countywide solid waste management system have committed partners to ensure its <br />financial viability as an enterprise operation. Accordingly, the following draft timetable under which <br />the County might assume overall solid waste management responsibility is measured from the date <br />when the County and its municipal partners would approve and. sign an interlocal agreement binding <br />all parties to long-term cooperation in a solid waste management enterprise. <br />This draft timetable does not attempt to list all steps that would be required to accomplish a transition <br />for solid waste management from the Town of Chapel Hill to Orange County. Upon formal agreement <br />among all parties that the County would assume overall responsibility, adetailed implementation plan <br />would be developed and carried out by County and Town staffs. Substantial preparatory work has <br />already been accomplished. Among the most complex and time-consuming aspects of a transition plan <br />would be the administrative and logistical efforts to transfer solid waste staff from Town employment <br />to County employment. <br />The table below outlines a few of the most important tasks that must be accomplished during the <br />transition process. Note that the number of days in the first column is the time by which we <br />anticipate work could be completed on each task. Work on many of these tasks would begin much <br />earlier, in some cases right after an interlocal agreement is consummated. It is also important to note <br />that the timeframes listed in this draft aze approximate, and related to other workload of the <br />departments/staff involved. In order to keep other major efforts (e.g. the budget process, if it were <br />underway during the solid waste transition process) on track, some adjustments to this timetable might <br />be necessary. Generally speaking, however, this draft timetable assumes asix-month implementation <br />schedule from interlocal agreement approval by all parties to the start of solid waste operations under <br />County oversight. <br />TIME FROM <br />INTERLOCAL <br />AGREEMENT MILESTONEITASK <br /> Obtain updated information on Town of Chapel Hill employee <br />30 days benefits and individual employee salaries and benefits. <br /> Review and update the position classification and pay study <br />60 days completed earlier of Town of Chapel Hill Solid Waste positions. <br /> Determine recommended classification and salary grade <br /> assignments for each solid waste position in the Orange County <br />75 days Classification and Pay Plan. <br /> Review and update the eazlier detailed pay and benefits comparison <br /> study of the Town and County pay and benefits. Analyze results <br />105 days and identify recommended handling. <br /> Develop a report detailing the recommended pay and benefits <br />125 days handling and review with County Manager and Town Manager. <br /> Meet with Solid Waste employees as a group to report on the <br />135 days proposed pay and benefits handling and discuss any questions. <br />
