2b At the Planning Board's August 5, 1998 meeting the Board accepted the draft plan and forwarded it on the Commissioners with the following recommendations as made by the Bicycle Plan Component Task Force and modified by the Planning Board: 1) That a permanent and formal bicycle advisory committee be formed; 2) Dedicate part-time (the task force recommended full -time) staff support for the advisory committee; 3) Update the 1974 Bikeways Act; and 4) That this task force remain together until after TIP project a -3606 is complete ($ 50,000 that the State has programmed for Orange County to develop a bicycle suitability map). RECOMMENDATION: Applications for amendments to the Comprehensive Plan and/or Zoning Atlas are treated in the same manner, i.e., the public hearing is the time for the presentation of the Planning Staff s analysis and recommendation. No decision on the application is made by either the Planning Board or Board of Commissioners at the public hearing. Instead, the Planning Board has 60 days within which to prepare and submit a recommendation to the Board of Commissioners. Failure of the Planning Board to submit a recommendation within the required time shall be considered a favorable recommendation, without conditions. Planning Sta ffRecommendation The Planning Staff recommends approval of the proposed Bicycle plan Component to the Transportation Element of the Comprehensive Plan. Administration Recommendation The Administration recommends that the proposed amendment be referred to the Planning Board for a recommendation to be returned to the Board of Commissioners no sooner than May 4, 1999.
