2b <br />At the Planning Board's August 5, 1998 meeting the Board accepted the draft <br />plan and forwarded it on the Commissioners with the following recommendations <br />as made by the Bicycle Plan Component Task Force and modified by the Planning <br />Board: <br />1) That a permanent and formal bicycle advisory committee be formed; <br />2) Dedicate part-time (the task force recommended full -time) staff support for the <br />advisory committee; <br />3) Update the 1974 Bikeways Act; and <br />4) That this task force remain together until after TIP project a -3606 is complete <br />($ 50,000 that the State has programmed for Orange County to develop a bicycle <br />suitability map). <br />RECOMMENDATION: Applications for amendments to the Comprehensive Plan and/or Zoning Atlas are <br />treated in the same manner, i.e., the public hearing is the time for the presentation of <br />the Planning Staff s analysis and recommendation. No decision on the application <br />is made by either the Planning Board or Board of Commissioners at the public <br />hearing. Instead, the Planning Board has 60 days within which to prepare and <br />submit a recommendation to the Board of Commissioners. Failure of the Planning <br />Board to submit a recommendation within the required time shall be considered a <br />favorable recommendation, without conditions. <br />Planning Sta ffRecommendation <br />The Planning Staff recommends approval of the proposed Bicycle plan Component <br />to the Transportation Element of the Comprehensive Plan. <br />Administration Recommendation <br />The Administration recommends that the proposed amendment be referred to the <br />Planning Board for a recommendation to be returned to the Board of <br />Commissioners no sooner than May 4, 1999. <br />
