~~~ <br />Provision of water and sewer to this area conforms to the long-range service plan of <br />the Town of Hillsborough, and is within the proposed Hillsborough Service Area as <br />defined in the draft Water/Sewer Boundary Agreement. At this time, however, a <br />water and sewer extension contract does not exist between the applicant and the <br />Town (see Agency Comments, 2/5/99 memorandum from Margaret Hauth to Gene <br />Bell). <br />Land Use Goal 13.2: "Encourage the multiple use of existing public and institutional <br />buildings and grounds for recreation as well as their primary use. " <br />The applicant proposes to dedicate a site for a new school facility which would serve <br />as a joint location and use of school and park facilities. There are currently no <br />"existing public and institutional buildings and grounds" on the property. <br />Land Use Goa113.1: "Locate parks and recreational areas close to residential areas to <br />reduce long trips for recreational areas. " <br />In the future development scenario proposed by the applicant, "any recreation <br />facilities or programs associated with the school site would be within walking or <br />biking distance from 550 residences anticipated with the development of the <br />property." <br />C. COMPARISON OF PROPOSED AMENDMENT WITH LOCATIONAL CRITERIA <br />In analyzing an amendment to the Land Use Element of the Comprehensive Plan, the requested <br />land use category is to be evaluated for compatibility with all applicable Locational Criteria from <br />Section 3.4 of the Land Use Element. <br />In the following table, COMPLIES means that the area being evaluated is compatible with the <br />locational criteria. DOES NOT COMPLY means that the area is not compatible with the <br />locational criteria. QUESTIONABLE means that compatibility cannot be assessed completely <br />from information currently available. <br />CRITERIA TEN YEAR TRANSITION <br />SLOPE COMPLIES: Some slopes in the 10-15 % range aze found along Stroud's Creek.
