GLEDHILL <br />R8: Passible 1999 Orange County Legislative 16atter8 <br />Dear Board Members: <br />This letter is a follow-up to John Link's memorandum <br />concerning a process for consideration of legislative matters. <br />As a starting point I want to highlight the rules established by <br />both the xouse and the Senate concerning legislation and <br />particularly its introduction during the regular 1999 Session of <br />the General Assembly. Both Senate Bill 1 and House Bill 1 <br />require local bills to be filed no later than 3:00 p.m., <br />Wednesday, March 31, 1999. The deadline for filing other than <br />local bills is 3:00 p.m., Wednesday, Apx`il 14, 1999. There are <br />some other deadlines which probably aren't pertinent to your <br />work such as requests for study commissions and appropriations <br />bills. A bill, whether local or public, is considered to be <br />timely filed if it is submitted to the General Assembly's Bill <br />Drafting Division one week before the filing deadline. That <br />means that your local bills must be to our legislators in time <br />for them to deliver them to Sill Drafting by 3 : 00 p.m. , March <br />24, 1999 and, for non-local bills, by 3:00 p.m., April 7, 1999. <br />The Senate and House rules also establish April 29, 1999 as the <br />"crossover" deadline for consideration in one house of bills <br />introduced in the other house. In the recent past., our <br />legislators have introduced those of your legislative requests <br />that they support in both the House and the Senate to minimize <br />crossover and adjournment-related problems. <br />I have enclosed the list of possible 1999 Orange County <br />legislative topics from your February 16, 1999 agenda materials. <br />What follows is a reorganization of that topic lisC and my <br />comments on the legislation proposed. <br />During your February 16, 1999 meeting you approved a <br />request to seek: <br />
