MINUTES <br />ORANGE COUNTY BOARD OF COMMIS52ONERS <br />NOVEMBER 16, 1976 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, November 16, 1976, at 7:30 p.m., in the Commissioners' room of <br />the Courthouse in Hillsborough. <br />Members present were Chairman Flora Garrett, Commissioners Norman <br />Gustaveson, Jan Pinney, Norman Walker, and Richard Whitted. <br />Others present were County Manager, 5. M. Gattis, Finance Director <br />Neal Evans, County Attorney, Jeff Gledhill, and Betty June Hayes, Clerk. <br />Chairman Garrett stated that Commissioner Gustaveson had an announce- <br />ment to make to the Board, Mr. Gustaveson stated that the Commissioners <br />and the newly elected Corgmissioner had been invited to a luncheon on <br />Wednesday, November 24, 1976, at the Hargraves Center in Chapel Hill. <br />Chairman Garrett referred to Item l: Persons not on this agenda <br />having business to transact with the Board of Commissioners should make <br />their presence known at this time. <br />Commissioner Walker stated that it had been brought to his attention <br />by 'the Recreation Director that a, leak did exist in the roof of the <br />Recreation Department's building. He stated that the leakage was ruin- <br />ing one of the floors and Mr. Weston had requested that this matter be <br />brought to the Board's attention. <br />Jeff Gledhill, County Attorney, stated that he had two matters that <br />needed to be brought to the Board's attention. A "Resolution Relating <br />to the Canvass of the Returns of the Special Bond Referendum held in <br />the County of Orange on November 2, 1976." The other matter was a <br />violation of the Sediment Control Ordinance. <br />The Board agreed to review these matters later in the meeting. <br />' Honorable Fred Cates, Mayor of Hillsborough, stated that he was <br />present to request the Board of Commissioners to set a date for a public <br />meeting to discuss the historical Orange County Museum. The Board agreed <br />to set a date later in the meeting. <br />The Chairman referred to Item 8: Mr. F. D. Hornaday and Mr. John <br />Watkins, of the State Department of Transportation will be present to <br />review with the Board of Commissioners the decision to apply recently <br />allocated funds to improvements vn Old Highway 86. <br />Chairman Garrett recognized Messrs. Hornaday, Watkins, and Jones. <br />She stated that the County had recieved additional funds for improve- <br />ment or paving of secondary roads. The Department of Transportation's <br />recommendation was that these funds be used for improvement to Old Hwy. <br />#86, however, the Berard felt that since all improvement to Old 86 could <br />not be done, perhaps, the monies should be used to complete the paving <br />of another road, namely Lawrence Road. <br />Mr. Watkins stated that in accordance with the Secondary Raad ` <br />Program, Old Hwy. 86 was the next priority. The Department tried tv get <br />at least a part of a paved road improved each year. Mr. Watkins pro- <br />ceeded to explain to the Board the source of the addita.onal allocation. <br />Commissioner Gustaveson questioned Mr. Watkins, as to the mileage <br />of improvement that could be done on Old 86. <br />Mr. Watkins stated that his Department could be flexible and they <br />could probably do 3/4 of a mile and could probably work out the "bad <br />curve" coming north toward Hillsborough. He stated that the work would <br />be done on a piecemeal basis. <br />Commissioner Pinney and Gustaveson spoke in favor of using the <br />allocation for improvement to Old Hwy. #86. <br />
