The current zoning is Rural Residential (R-1) with a portion in the major Transportation Corridor. Adjacent land <br />uses are residential, including Colonial Park (zoned R-4) and Colonial Hills (zoned R-2) subdivisions. The Adjacent <br />zoning to the north and east is R-1, Lawrence Road Baptist Church is located across Lawrence Road. The total <br />acreage of this proposed Planned Development ia83.25acres, There are 237 lots proposed. There are three areas <br />recommended to be reserved for recreation areas in the parcel with a total of 31 % open space including 7.07 acres <br />of improved recreation area. The Rock House, a site listed on the National Register of Historic Places, is at the <br />southwest corner ofUS7OA and Lawrence Road. The total acreage hobe subdivided ieO727 acres. |tio not located <br />in a protected watershed and is designated twenty-year transition in the Comprehensive Plan. Currently the western <br />half of the property io cultivated eua hay field. The eastern half and the southern boundary in wooded with a <br />mixture of mature pines and hardwoods. During Concept Plan app mva|, the staff recommended an additional <br />access. The Developer has proposed en additional access from the south to Lori Drive. He mentioned that the <br />Planning Staff recommends that the Board of County Commissioners close the Public Hearing and refer the <br />application to the Planning Board to return a recommendation to the Board of County Commissioners no earlier than <br />February 2, 1999 or that this Board adjourn the Public Hearing to a date and time certain if there is need to hear <br />additional evidence. <br />QUESTIONS AND/OR COMMENTS FROM THE BOARD OF COUNTY COMMISSIONERS: — <br />Commissioner Gordon asked why the procedure Mr. Kirk outlined was being used. Mr. Kirk indicated that it <br />is requirement ofthe Planned Development regulations. <br />' Planning Board Chair Barrows asked about o letter from the developer to Ms. Cameron regarding the <br />connection to Lor Drive Mr. Kirk stated that one of the conditions would be that Lori Drive be improved all the way <br />toLonnieDrive. There is a statement in the packet from NC DOT indicating that they would accept that provided <br />it/Es constructed toLannieDrive. <br />Chair Brown asked for clarification on the drainage issue for the entire site. <br />County'Engineer Thames addressed this issue. He indicated that the site is categorized primarily bytwm <br />ridge areas on the east and west side. Drainage areas run from the west to the east, bo about the center of the site; <br />from that point to the north there is another drainage area from the center of the site and then to the south. He <br />pointed out the existing drainage areas on the map, including those that flowed north and south. Ho pointed out the <br />peaks on the site. He also referred to the two planned detention ponds. Theinfunnetion submitted by the developer <br />indicates that one of the ponds is a 6wet6 pond, meaning that it is expected to-hold water all of the time; the other <br />pond could be a 6dry� pond. A portion of the drainage area is characterized as a flood plain area consisting of flat, <br />poorly drained soil. In response to a question, he stated that it is possible to build on that type of soil without a great <br />deal ofproblem. There would not be structural problems but where there are flat slopes the water does not drain <br />well. The water stays on lawns and |u not good for them. When it rains, the water tends ho drain slowly. <br />
