East and southeast of the <br />site are residential lots of varied sizes primarily developed with single - family <br />homes. These lots have access to Piney Grove Road and Joan Court. <br />The applicant believes that the proposed rezoning is justified as the proposal satis- <br />fies the purposes of the Comprehensive Plan and the requirements of the PDH -R- <br />3 Zoning District as discussed below. <br />This proposal for development complies with the County Comprehensive Plan <br />that identifies the site 'as a transition area appropriate for development of smaller <br />lot single family development upon the availability of public sanitary sewer and <br />water. <br />Utilities <br />Public water is available in both Lawrence Road and Business US 70. When de- <br />veloped, the subject site will connect to both of these water lines in order to pro- <br />vide for a looped system to serve the entire site. Water pressure and flow tests <br />have been conducted and analyzed to determine the size of water lines needed to <br />serve the site to provide for both domestic and fire protection needs. <br />Fire protection services provided by the Orange Rural Fire. District will be sup- <br />ported by this extension of the public water. system and hydrants within the pro - <br />posed development. <br />Sanitary sewer service is proposed to be extended to the subject site from the <br />Meadowlands development located about one -half mile west of Lawrence Road <br />on Business US 70. There are several possible routes and the applicant has met <br />several times with Hillsborough officials to determine the feasibility of extending <br />sanitary sewer service to the, site. A copy of correspondence from the Town Engi- <br />neer is included indicating that service would be acceptable. That letter further <br />indicates a desire to extend service to the Highwoods Mobile Home Park - imme- <br />
