005 <br />service, the recreation needs for the proposed number of people, the impact on <br />schools, accident and traffic reports on Lawrence Road, and any traffic information <br />that staff could generate. She also asked the developer to supply information on <br />similar homes they have built in North Carolina, the Homeowner's Association <br />responsibility, and how responsibility for maintaining the infrastructure will be <br />handled. <br />Commissioner Gordon asked that a report be given by the developer on similar <br />development the developer has completed in other areas of North Carolina or the <br />County. <br />Additional Information <br />The Planning Staff has received a reply from the North Carolina Department of <br />Administration regarding the Environmental Impact Assessment for Lawrence Park. <br />The North Carolina Wildlife Resources Commission has indicated a Finding of No <br />Significant Impact provided four concerns are addressed: 1) Stringent erosion <br />control measures are installed wherever soil is disturbed and maintained until the <br />project is completed; 2) a stormwater management plan is developed and approved <br />by the Division of Water Quality before construction begins; 3) a minimum 25' <br />riparian buffer is, maintained along any small streams or wetlands identified on the <br />site; and 4) unavoidable impacts to any wetlands or streams must be coordinated <br />with the U.S. Army Corps of Engineers. Please seethe attached letter on page 115. <br />A Fiscal Impact Analysis developed by staff starts on page 119 of this abstract. <br />That analysis indicates that, given the project is built within five years starting in <br />1999, by 2002, the development will cost the county more in expenditures for <br />public services than it will generate in tax revenues. <br />The Orange County EMS estimates that the county will have to hire one full time <br />position to serve the proposed development. Please refer to the memorandum on <br />Page 135 of this abstract. <br />Additionally, The Orange County Board of Education has stated in a letter dated <br />February 2, 1999, that when the proposed subdivision is developed, children in the, <br />subdivision would be assigned to Cameron Park Elementary and C.W. Stanford <br />Middle Schools and those schools are both at or over capacity with little room for <br />expansion at either site. A copy of that letter is on page 137 of the attachments to <br />this abstract. <br />A copy of the Traffic Impact Study prepared by Kimley -Horn and Associates, Inc. <br />-in February, 1998, and follow -up correspondence including Additional Information <br />submitted in April, 1998, and a letter regarding an Addendum to the Traffic Impact <br />Study in June 23, 1998, start on page 139 of the attachments to this abstract. <br />Existing traffic conditions are provided in the traffic impact study and accident <br />
