IT 8 <br />note your concern regarding right-of-way available on the existing state roads, and are <br />investigating to confirm the status of that right-of-way. <br />A_8 — We understand that encroachment permits will. be required for any new <br />utilities in the rights -of- -way.. Further discussion of this point will be made in item B 9 <br />below. <br />A 9 — We understand the position of NCDOT regarding entrance -signage and <br />Ian * dscaping in the right-cf-way. The location of this sign was incorrectly located on the <br />plan submission, and we do not intend to request its location within the right-4-way. <br />However, if our plan should change, we understand that that will require I d permit from <br />NCDOT to do so. <br />B 1 — Neither bike lanes nor on-street parking are being requested on the streets <br />in this community. <br />B 2 — Based on our discussion, we have concluded that Lawrence Park Avenue <br />and Branning Drive will be built to 35' back-to-back collector standards. Vandalia'Way, <br />Lori Drive and Brassfield Drive do not exceed NCDOT requirements that would Upgrade <br />their status to collector streets since none of these roads are, nor will they be, greater <br />than 2500' in length. Howe . ver, as a concession for purposes of clarity, we will rename <br />the northern leg of Vandalia Way as you requested. <br />B 3 — Based on our. evaluation of the topography, we believe that thd western <br />-portion of the site is eligible to be considered under the "rolling terrain" category of <br />NCDOT street standards and request that, as it relates to c'enterline radii and maximum <br />street grades in this area, we be allowed to use the rolling terrain standards. In all other <br />areas of the project, standards All be those as. prescribed for "level" terrain per the <br />NCDOT standards. I would also reiterate that, contrary to the statement in Mr. Dyer's <br />letter, we are not trying to "avoid addressing many of these issues ". <br />B 4 — The reference on the construction plans to a 3' curb were in error. A 2'6," <br />curb is, in fact, what is being proposed. We understand that there is objection to the <br />use of valley curb within your district and division even thou I gh it appears to us in <br />reading the N.CD.OT standards that this curb is acceptable for use on NCDOT streets <br />without approval. We are presently studying the drainage calculations to determine <br />what difference this type of curb would have on drainage calculations, numbers of <br />basins, etc., specifically in our community. At the*pre,.sent time, we are unwilling to <br />concede this point, and do not understand why we may be denied use of a standard <br />that clearly is acceptable to NCDOT according to published information. <br />B 5 — We appreciate the concern of NCDOT regarding our recreational fa cilities; <br />and acknowledge that NCDOT does exercise control of access in the areas shown on <br />
