168 <br />9,0 Roadway Needs <br />Analyses indicate that the intersections of US 70 Business/Lawrence Road, US 70 <br />Bypass/US 70 Business, Lawrence Road /Old NC 10, US 70 Business /Site Driveway, and <br />Lawrence Road /Site Driveway will operate at acceptable levels -of- service during the <br />AM and PM peak -hours with existing, background, and future, traffic from the proposed <br />project. However, in order to increase safety and improve operations on US 70 <br />Business, we recommend that a westbound left -turn lane and an eastbound right - <br />turn/deceleration lane be installed at the access point on that road. With the installation <br />of those lanes; the passing/no- passing zones should be adjusted by NCDOT. The <br />subdivision street should have separate left -turn and right -turn lanes exiting the site. <br />Because of the low volumes and low speeds on Lawrence Road, turn lanes are not <br />recommended at that location. <br />The intersection of NC 86 /Old NC 10 is projected to operate with long delays for the left <br />turns from Old NC 10 onto NC 86 in the AM peak -hour for 2003 conditions. Long <br />delays for left turns onto major thoroughfares and collectors are typical. This <br />intersection is projected to meet peak hour signal warrants in 2003. We recommend that <br />a full signal warrant analysis be performed prior to completion of this subdivision, and <br />that the intersection be monitored annually until a signal is warranted. <br />Two of the intersections in this study were included in recommended in Hillsborough's <br />Transportation Plan to be realigned for safety reasons: Lawrence Road at Old NC 10 <br />and Old NC 10 at NC 86. The intersection of Lawrence Road at Old NC 10 has adequate <br />sight distance, although the view to the east has a slight grade and is slightly obscured by <br />a bank on that side. It is recommended that the bank be graded within the right -of -way <br />to provided a better sight triangle. The intersection of Old NC 10 at NC 86, while. <br />located at a slightly skew angle, has very good visibility in both direction. As stated <br />above, the intersection should be monitored for traffic ,signal warrants, and should be <br />considered for improvement when the NC 86 corridor is improved to a multi -lane <br />section. <br />IKIE <br />
