52 <br />Transportation Plan indicates that US 70 Business is to be eventually widened to a four - <br />lane divided section, although the town has not adopted this recommendation. <br />Lawrence Road (SR 1561) is a two -lane roadway that extends north -south from Old NC <br />10 to St. Marys Road. It is designated a major thoroughfare with a posted speed limit of <br />45 MPH. Lawrence Road has a 1998 ADT volume of 2,500 south of US 70 Business. <br />Lawrence Road is shown in the Hillsborough Thoroughfare Plan to be extended north to <br />beyond a proposed northern connector. The intersection of Lawrence Road and NC 10 is <br />proposed in the plan as a safety improvement to improve sight distance. <br />Old NC 10 (SR 1710) is a two -lane east -west roadway that is designated as a major <br />thoroughfare from NC 86 to Lawrence Road, and as a minor throughfare from Lawrence <br />Road east to New Hope Church Road. The intersection of Old NC 10 and NC 86 is <br />proposed in the plan as a safety improvement to improve sight distance. <br />NC 86 is a two -lane major thoroughfare connecting Chapel Hill with Hillsborough. It <br />has an estimated 1998 Average Daily Traffic (ADT) volume of 8,000 south of Old NC <br />10. The speed limit at the Old NC 10 intersection is 45 mph. The transportation plan <br />calls for it to be widened to a four -lane divided roadway. <br />3.3 Bicycle Plan <br />US 70 Business, Lawrence Road, and Old NC 10 are all included on the Bike Plan <br />element of Hillsborough's Transportation Plan, indicating that they are segments of <br />Hillsborough's future bicycle route network. This designation has two purposes: to <br />ensure that recommendations for road improvements do not conflict with bicycle travel, <br />and so that these segments may be eligible for funding of bicycle facilities. The <br />proposed subdivision will not conflict with this bicycle designation. The subdivision <br />will include recreation facilities that can be accessed by bicycle. Because of the neo- <br />traditional . style of subdivision layout, with a . semi -grid street system, the north -south <br />streets will carry very low traffic volumes and will be easily used by cyclists. The major <br />east -west streets will be 27 feet wide (back of curb to back of curb), which will <br />accommodate bicycle traffic on these low volume streets.
