PERSONAL HEALTH CARE SAFETY NET ISSUES <br />Health departments are the traditional providers for poor and vulnerable populations, <br />including Medicaid patients and the uninsured/underinsured. <br />Increasing availability of managed care plans. <br />Managed care companies and private providers are more willing to take Medicaid patients. <br />Financial and other access barriers ( geographic, cultural, co- insuranceldeductibles/up -front <br />payment, etc.) continue to persist for the insured and the uninsured <br />QUESTIONS <br />Should the Health Department continue to provide personal health (clinic) services for vulnerable <br />populations, that is, be the provider of last resort? <br />If not, who is responsible for providing services to this population? <br />How do we assure that services are available for this population? <br />How do we overcome access barriers? <br />
