They are essential to any effort to address such problems as spiraling <br />healthcare costs, lack of access to care, and the poor health status of too many U.S. residents. <br />ESSENTIAL SERVICES ADOPTED BY THE BOARD OF HEALTH <br />Monitor health status to identify community problems, needs and assets <br />Diagnose and investigate health problems and health hazards in the community <br />Link people to needed personal health services and assure the provision of health care, health <br />education, and outreach services, especially to vulnerable populations <br />Inform and educate people about health issues <br />Mobilize community partnerships and action to address community health needs <br />Develop policies and plans that advocate for and support individual and community health efforts <br />Assure an expert public health workforce <br />Evaluate effectiveness, accessibility, and quality of health services <br />Research for new insights and innovative solutions to health problems <br />
