Rather, it is the responsibility of a government public health agency <br />to see to it that services are somehow available to people who need them. Typical providers include private <br />practitioners and non -profit agencies, including community health centers, as well as government public <br />health agencies themselves. <br />Too few resources have been available to meet the three core government public health functions. Most of <br />the resources available are spent on assurance and are limited to specific programs. Assessment and policy <br />development are neglected. <br />If public health is to be an effective component of health care reform, the public health system must be <br />improved.
