The following are preliminary <br />suggestions for organizing and funding the system <br />Sttudure <br />State and local public health officials recognize the need to adequately support an official government <br />structure with the capacity to deliver the core public health functions. This structure must include <br />coordination between state and local public health agencies. <br />Under this structure, local health departments conduct assessment and assurance activities, and develop <br />policy recommendations based on their findings. The state department of health routinely considers policy <br />recommendations, and reviews state -level assessment and assurance activities at least biennially. Based on <br />tbisregularreview, state andlocalpolicy makers will determine the actual percentage ofhealth funds needed <br />for the core government public health functions. <br />14 <br />
