There aze no easy answers to these important policy rnatters, <br />but it is clear from our discussions with atl three governmental entities that there is considerable interest <br />in more carefully defining the "benefiting parties" terminology in our purchase and sale agreement <br />between OWASA and the University. <br />i am also writitlg to encourage you and the Board of Commissioners to provide us with your suggestions <br />and wmmcnts regarding our March 12, 1998 discussion paper entitled assessment Poticy.4pplicable to <br />Waster and Sewer Extensions to ,Existing Unnerved Neighborhoods no later than Friday, September 18, <br />1998.
