(Please see Attachment 3, p. 27) ~ ~ . <br />We believe that the above language makes clear that the parties intended for OWASA <br />to provide sccvvvcr service is areas as desired by tht Towzz, or is newly annexed areas. <br />However, it can be argued that the language does nat clearly prohibit OWASA from <br />providing sewer service is an area where tlu Town does not desire such service, e.g. <br />rural buffers.
