In addition, the OWASA $oard policy called for excluding <br />from assessment charges engineering fees up to 15% of project costs and legal, expenses up to 5°!0. <br />Further discounts were o$cred to assessed owners who connected to the OWASA system within 90 <br />days of sewer becoming available. <br />As shown in the attached Resolution (Attachment D) of this agenda item, the Council adopted a <br />resolution in March 1995.to limit participation in future sewer projects, and has not provided. <br />additional funds to support subsidies. OWASA then allowed its 1993 policy to expire, wrote a <br />discussion paper on the subject, and invited local governments to make rccornmendations. As a <br />consequence of Chapel I Till's and OWASA's, decisions, twa of the three neighborhoods petitioning <br />OWASA for sewers since then have either withdrawn or put their petitions on hold because of high <br />costs and the Iack of a predictable policy by O WASA and the Town Council. (Please note that the <br />Council did offer one neighborhood the remains of the sewer subsidy fund which amounted to <br />$3200 a lot at the time of their petition, but it fell short of previous subsidies offered to other <br />neighborhoods.). . <br />
