The <br />resolution responds to the request from OWASA. to consider the discussion paper, "Assessment Policy <br />Applicable to Water and Sewer Service Extensions to Existing Unnerved Neighborhoods. " The <br />Council will consider financing options for sewer extensions during development of the 1999-2000 <br />budget. <br />The Council also discussed the possibility of renegotiating or clarifying language contained in <br />the OWASA -Chapel Hill sewer purchase and sale agreement. The Council sent four items forward: <br />• Clarifying the "benefiting parties" language contained in Section 6; <br />• The development of a subsidy of fees for low income customers; <br />• The interpretation of the sewer extension policy to not allow sewer extensions into the rural <br />buffer; <br />• A review of the exemption of the University from the availability charge on the central <br />campus. <br />Thank you for your work on the sewer assessment policy.
