21 <br />Mr. Barr stated that concerns about light pollution were addressed by the type of light frx=w <br />proposed. The "shoeboe fid ue is closed on the top and sides which directs a cone of light <br />down, rather than up. <br />Ms. Quinn and Chris Lamb questioned the need for street lights, stating that existing lights in the <br />neighborhood can be'seen for a long distance. <br />The applicant emphasized that security lights such as those provided by the power company wM <br />be prohibited by the covenants. <br />A discussion of the right -of -way stubout followed. Cameron reminded the group of the Board of <br />Commissioners poficy regarding intereonaectednes- of neighborhoods. <br />The group also discussed enforcement of private covenants versus enforcement of zoning and <br />subdivision regualtions. <br />Chris Lamb suggested that phases of construction could be rearranged to munimi7e disturbance at <br />Moorefelds Road. <br />Mr. Evans explained that most lot buyers want to purchase the "front" lots first, as opposed to the <br />lots at the rear of the subdivision. He added that phasing is not required. <br />Wilson Lamb asked why an entrance was not proposed on Dimmocks Mill Road. <br />Mr. Barr responded that having entrances on Moorefields Road is better in terms of traffic safety. <br />There would be less potential for conEcting traffic movements on Moorefields because <br />Dimmocks Mill carries more traffic. ' <br />Chris Lamb questioned the safety ofthe western entrance on Moorefields because.it is located at <br />the top of a hill. <br />Mr. Evans stated that the plans have been submitted to NCDOT for review and comment. <br />Wilson Lamb said that the 40 -foot buffer on Moorefields Road was adequate, but 200 feet would <br />be better. <br />Mr. Evans estimated there would be a total of five street lights in the subdivision. <br />Cbris Lamb asked if the lights would be on a timer. He also asked how problems associated with <br />construction activity such as traffic and litter could be monitored. <br />Mr. Evans said that timers placed on the lights is a possibility. He stressed that because be fives <br />across Di mmocks MM Road be would be able to watch for problems with construction activity <br />and respond quickly. <br />
