20 <br />Woodgreen Subdivision — Preliminary Plan <br />Meeting with Neighbors as required by the Planning Board <br />as a condition of Concept Plan approval <br />Monday, September 29, 1998 <br />In attendance: Staff Emily Cameron, Karen Lincoln <br />Applicant: (Tri Star) Dennis Evans, Trm Mooring, Michael Barr, RLS <br />Neighbors: Dee Anne and Wilson Lamb, Chris Lamb, Rebecca Quinn, <br />Frances and Luther Stirewalt <br />[ Note: The proposed Preliminary Plan and a draft copy of the restrictive covenants mere <br />provided to the neighborhood contact by the developer prior to the meeting:] . <br />Cameron opened the meeting by briefly reviewing the history of the project. The Concept Plan <br />was approved by the Planning Board with the condition that the developer meet with neighbors to <br />discuss concerns prior to submittal, of the Preliminary Plan. <br />The surveyor, Michael Barr, presented the proposed Preliminary Plan by summarizing changes <br />made following Concept Plan approvaL The total number of lots shown on the Preliminary is two <br />less than the Concept Plan, Two easements for sewage disposal are proposed on common area <br />To mn i visual impacts, the applicant has proposed a berm and additional landscaping as well <br />as limits on clearing of existing trees. The restrictive covenants would be enforced by the <br />homeowners association through the use of assessments, etc. - <br />Ms. Quinn asked if the proposed lot sizes would allow placement of a house, well, and septic <br />system on each lot. <br />1VIr. Barr reviewed the changes in lot lines required for approval by the Orange County Health <br />Department- He hKIkated that the lots adjacent to the stream are larger. On those lots, wells <br />would be located in the stream buffer with the septic system and repair area in the front. <br />Wilson Lamb expressed a concern that the installation of septic lines would require removal of <br />trees. <br />Mr. Bair estimated that less than 200/9 of each lot would be cleared for development. <br />Chris Lamb stated that the wooded character of the site will be lost and cited lot 16 as an <br />example. <br />Mr. Evans described the process of review by the Health Department. He stated that all of the lots <br />had been approved for 3- bedroom houses which would require 300 feet of lateral line for sewage <br />disposaL He informed the group about chamber systems that require less area than conventional <br />septic sy <br />
