16 <br />Rocco Trisolini, 2619 Shadetree Road, agreed with many of the concerns <br />expressed by Mr. Lamb. A specific concern surrounds the quality of life <br />that he felt would be somewhat diminished by so large a development in a <br />rural area The residents do a lot of walking along Moorefields Road and <br />traffic is a great concern. He questioned why the traffic should be on <br />Moorefields Road rather than Dimmocks Mill Road, since Moorefields <br />Road is a smaller road just recently paved and having some sharp curves <br />(15 mph curves) as well as unimproved bridges. He felt there were many <br />reasons why traffic on Moorefiel& Road is not desirable. <br />Mr. Trisolini continued that it was a mixed community and expressed <br />concern with increase in taxes for some of the property owners. He also <br />asked about the idea behind open space indicating that he felt that privately <br />owned open space was not the intent of the law. He noted that many cases <br />at the Supreme Court level very often revert back to the intent of the law. <br />He urged the Board to review the issue of privately owned open space <br />before approving so many lots in such a rural area on a creek that runs to <br />the Eno River. <br />Chris Quinn, owner of two lots near the project, agreed with concerns <br />already expressed He. had a copy of a soils survey map for Orange County <br />and the two predominant soils on the property do not provide adequate <br />absorption for suitability of septic systems and the way to address that issue <br />is to increase the size of the field, which, as already discussed, would be <br />very difficult due to the small lot sizes. He asked that the Board consider <br />whether such a development is meeting a need or, simply exploiting the <br />property. The current number of houses currently on Moorefields Road is <br />24 and such a development would be more than a 100°!4 increase. <br />Rufus Stirewalt, resident of the Friends Community, has been a resident of <br />this northern Orange community for the last twenty -five years. He agreed <br />with all ofthe concerns already presented He also noted concern that so <br />little of the old values that were characteristic of the south are being <br />preserved, particularly the reverence for the land. He felt that northern <br />Orange is one of . the jewels of the Piedmont and asked that it continue to be <br />so. <br />Dee Anne Lamb, 3117 Moorefields Road, expressed agreement with the <br />concerns-already presented and continued that she did have some questions. <br />She asked how area that has been completely cleared and must be mowed, <br />can be called "protected open space." She expressed concern with the <br />amount of open space that could also be used for septic systems. She urged <br />the Planning Board to take the concerns into consideration to determine if <br />open space, natural area is truly being protected. <br />Tri-Star representative, Mace Barr, stated that the developer had chosen <br />flexible development for two reasons. One reason is due to the requirement <br />and the other is the desire to provide open space that is protected. In regard <br />to the concerns regarding septic systems in the open space, Mr. Barr stated <br />that the majority of the open space is protected and will not be disturbed <br />'There are specific li_Jopons as to what can be done in the stream buffer <br />and flood•plain. He continued that the buffer provided by the developer on <br />Dimmocks Mill Road is unsuitable for septic systems and will also provide <br />a good screen for this development from other development and Dimmocks <br />
