The Chairman referred to Item 19: Representatives of the audit <br />firm, Peat, Marwick and Mitchell, will review the annual County audit. <br />Terry White, Manager of the Greensboro Office of Peat, Marwick and <br />Mitchell and Phil Amean, Senior Supervisor of the County audit, reviewed <br />with the Board the audit conducted for 1976. <br />A question and answer period ensued. <br />Commissioner Gustaveson stated that he had an item which he would <br />like to discuss briefly and that is to ask the County Attorney to check <br />out the State Statutes concerning Planning Boards and the limitation of <br />members. Chairman Garrett stated that this had already been checked <br />out and there was no limitation. <br />Mr. Gustaveson also asked that research be done regarding member- <br />ship to Planning Boards by members who live outside zoned areas. The <br />Chairman stated that this matter had also been checked. . <br />Commissioner Gustaveson then inquired about the period of time <br />needed for an amendment to the organization of the Planning Board. <br />Chairman Garrett stated that'.there would have to be a public hear- <br />ing and this was found in the Zoning Ordinance. <br />Discussion ensued as to whether a public hearing was required or <br />if this was governed ley the General Statutes. The Board agreed that <br />a clarification on this matter was needed. <br />The Chairman recognized A. B. Coleman, Jr., County Attorney, to <br />discuss with the Board his legal opinion concerning the Chapel Hill- <br />Carrboro Meals on Wheels program. He stated that his opinion at this <br />time was that an appropriation should not be made by this Board to <br />the program. He stated that he had discovered that the Meals on Wheels <br />was not, a present, a corporation and that this Board needed to deter- <br />mine whether this future private corporation would be providing a public <br />service or not. He stated that the Board needed to make that judgement <br />with respect to each program that is presented to the Board for a do- <br />nation of money. <br />The County Attorney stated that it was his opinion that the County <br />should not purchase memberships to the Chapel Hill-Garrboro Chamber of <br />Commerce because this membership did not serve a public purpose. The <br />County Attorney stated that considerable restraints should be used in <br />these areas, and that in some cases, the decision would be left up to <br />the Board as to whether or not to support the program. He stated the <br />General Statutes contained a general shopping list about programs the <br />Board can spend money on,'however, that Statute is controlled by the <br />Constitution, and the Constitution limits the Board in the expenditures <br />of public funds. <br />Discussion ensued concerning programs which can be financially <br />supported by the County. The Board agreed that the County Manager <br />should write letters to the Chapel Hill-Garrboro Chamber of Commerce <br />and to the Chapel Hi11-Garrboro Meals vn Wheels Coordinator, Mrs. Sophia <br />Martin, to explain the findings of the County Attorney. <br />The Board of Commissioners adjourned for lunch. <br />The afternoon poxtion of the Commissioners' meeting was a work <br />session to discuss priorities for the coming year, and to work on a <br />time schedule for items which have already been started. <br />The County Manager informed the Board that last October, the Board <br />had made application to LEAA for an additional ambulance and that the <br />application had been approved. <br />The Board agreed that they needed tv set a schedule to accomplish <br />or resolve the items which were listed by Mr. Gustaveson and Mx's. <br />Garrett. <br />Mr. Gustaveson stated that he would like to see the items organized <br />into some kinds of general logical categories and put into a workbook so <br />that the Commissioners could keep a clear up-dated schedule; policy state- <br />ment and relative information. He stated that the Commissioners could <br />follow this and keep informed of development in certain areas. <br />
