the citizens of the Town. He stated that he felt the cost of utilities <br />would be fair, however, he did not feel the County should pay rent. <br />Chairman Garrett stated that she' agreed with Mr. Gustaveson. <br />Dr. Martin stated that his Board had discussed same logical way <br />to agree upon a fair contribution from the Towns of Chapel Hill, Carrboro, <br />Hillsborough, and the County. He recommended that the municipalities <br />and the County get together and agree on a contribution, based on popu- <br />lation ox some other principal. <br />Discussion ensued. The Board asked the County Manager and Commis- <br />sioner Whitted to investigate and discuss the matter further with the <br />Town of Hillsborough. The Chairman asked that a recommendation be pre- <br />pared by the next meeting. - <br />Chairman Garrett referred to Item 6: The Recreation Department <br />and the Recreation Advisory Council have prepared a schedule of charges <br />recommended for the use of their facilities. <br />Mr. Wayne Weston, the Recreation Director, recognized Mr. Sob <br />Strayhorn and Mr. Donald Roberts, members of the Recreation Advisory <br />Council. Mr. Weston stated that the Recreation Department and the <br />Recreation Advisory Council i.s proposing a system of fees and charges <br />based on the concept that programs or activities of a special interest, <br />designed to appeal to a limited group, should be paid for by that group <br />and not financed from the general budget of the Recreation Department. <br />Discussion ensued concerning the building rentals. Mr. Gustaveson <br />stated that he felt there should be some mechanism to distinguish bet- <br />ween private grops and clubs, and activities which are open to all County <br />residents. He stated that he felt the basic philosophy should include <br />the fact that the Recreation Bua~ldings and Facilities would be rented to <br />the public only when not being used for Recreation Department sponsored <br />programs. He requested that there be more definitions under Charitable, <br />Civic, Religious, Educational (non-profit) so that the nature of the <br />meetings would be very clear and therefore, enable the Advisory Council <br />to make decisions as to the use of the facilities based on criteria as <br />set out. <br />The Board reviewed the Program Services/Rates. Discussion ensued <br />concerning the waivor of charges for participants who could not affort <br />to pay a charge. <br />Commissioner Walker moved that the Board approve the Recreation <br />proposal as it is written. Commissioner Pinney seconded the motion. <br />Dicussion ensued. Commissioner Gustaveson requested that the <br />motion be changed to read that the Board accepts the proposal instead <br />of approving it. He stated that he felt the Board needed to meet .with <br />the Recreation Advisory Council for further dialogue. <br />Commissioner Whitted stated that he felt the Recreation Department <br />needed to have the Board's approval if they were to use this proposal. <br />Commissioner Pinney called for the question. <br />Chairman Garrett called for a vote on the motion of Commissioner <br />Walker that the Board accept for approval the Recsreation Department <br />and the Recreation Advisory Council schedule fox charges and fees as <br />outlined. All members of the Board voted aye and the motion was de- <br />clared passed. <br />For copy of Fee Schedules see page of this book⢠<br />Item 11: The Planning Director will briefly review his department's <br />work plan for use ox 701 funds. <br />Mr. Ervin Dobson, Planning Director, presented to the Board a <br />proposed work schedule for his Department, to be approved at a future <br />work session. He stated that the Department's work plan was submitted <br />to the Department of Natural, Economic and Resources earlier. $1,800. <br />has already been requisitioned for the first quarter for planning efforts <br />which dealt with the proposed zoning amendments and future zoning pra^ <br />grams for the County. Mr. Dobson stated that his Department did need <br />for the Planning Board and Staff, and the County Commissioners to sit <br />
