The Chairman called for the vote on the motion and all membexs of the Board voted aye. The motion was declared passed. Chairman Garrett referred again to Item 12: Wi11 the Board of Commissioners designate 12:00 Noon on Monday, December 6, 1976, as the time for a public hearing to consider closing of Cedar Creek Drive in the Hidden Hills Subdivision. Chairman Garrett read the Resolution designating 12:00 Noon on Monday, December 6, 1976, as the time for a public hearing as so stated. - (For copy of resolution see page of this book). _ Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney, it was moved and adopted that 12:00 Noon on Monday, December fi, 1976, be the time for a public hearing to consider closing of Cedar Creek Drive in the Hidden Hills Subdivision. , Chairman Garrett referred to Item 18: The Department of Txans- portation recommends addition of the Norman Walker Road to the second- ary road system. Upon .motion of Commissioner Gustaveson, seconded by Commissioner Pinney, it was moved and adapted that the Norman Walker Road be accepted as addition to the secondary road system. Item 14: The Manager recommends a new position, Eligibility Specialist T, be created and the reclassification of one Eligibility Specialist I to Eligibility 5peci.alist~II be allowed within the Depart- ment of Social Services. Chairman Garrett stated that the Orange County Department of Social Services would place one Social Service Eligibility Specialist I in the N. C. Memorial Hospital full time to accept and document Medicaid appli- cations. Memorial Hospital will bear the full non federal cost of salary, travel and all fringe benefits, and in addition, pay a percentage of time for supervision by a present staff member. Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney, it was moved and adopted that the Berard accept the Manager's recommendation to create a new position, Eligibility Specialist I, and the reclassification of one Eligibility Specialist I to Eligibility Specialist II be allowed within the Department of Social Services. The Chairman referred to Item 15: Chairman Garrett will review a calendar prepared by Mr. James Webb, Architect developing the Mental Health Center Project, relating to completion of the center. The Chairman stated that she had met with Mr. Bill Baxter, the new director of Orange-Person-Chatham Mental Health Center, and James .Webb, the Architect who is working on the Mental Health Project in the Northside Community. The Chairman reviewed a schedule which was pre- pared by Mr. Webb relating to the completion of the Center. The Chair- man explained that work is now in the second submission phase and that documents are to be submitted to the Facility Service in Raleigh by November 3rd. The final drawings will be submitted sometime near January 10, 1977. They are hoping to advertise for bids February 14, 1977, with construction to begin in the Spring. Mrs. Garrett suggested that the Board meet with the Orange°Person- - Chatham Mental Health people to review the project and to be brought up.ta date on teh activities involved. Commissioner Gustaveson suggested that the Board set a date for this meeting later in the day. Chairman Garrett referred to Item 13: The Director of the Council on Aging has requested his Department's Office be moved from their present site in the County Agriculture Building to the Hillsborough Town Hall. Office space at this site (two rooms and utilities) can be acquired for $150. per month. Commissioner Gustaveson questioned why the Town of Hillsborough would not pay the rental charge of $150. for the office space. He questioned the rental charge of an agency that provided services to
