The Chairman called for the vote on the motion and all membexs of <br />the Board voted aye. The motion was declared passed. <br />Chairman Garrett referred again to Item 12: Wi11 the Board of <br />Commissioners designate 12:00 Noon on Monday, December 6, 1976, as <br />the time for a public hearing to consider closing of Cedar Creek Drive <br />in the Hidden Hills Subdivision. <br />Chairman Garrett read the Resolution designating 12:00 Noon on <br />Monday, December 6, 1976, as the time for a public hearing as so <br />stated. <br />- (For copy of resolution see page of this book). <br />_ Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted that 12:00 Noon on Monday, December <br />fi, 1976, be the time for a public hearing to consider closing of Cedar <br />Creek Drive in the Hidden Hills Subdivision. <br />, <br />Chairman Garrett referred to Item 18: The Department of Txans- <br />portation recommends addition of the Norman Walker Road to the second- <br />ary road system. <br />Upon .motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adapted that the Norman Walker Road be accepted <br />as addition to the secondary road system. <br />Item 14: The Manager recommends a new position, Eligibility <br />Specialist T, be created and the reclassification of one Eligibility <br />Specialist I to Eligibility 5peci.alist~II be allowed within the Depart- <br />ment of Social Services. <br />Chairman Garrett stated that the Orange County Department of Social <br />Services would place one Social Service Eligibility Specialist I in the <br />N. C. Memorial Hospital full time to accept and document Medicaid appli- <br />cations. Memorial Hospital will bear the full non federal cost of salary, <br />travel and all fringe benefits, and in addition, pay a percentage of time <br />for supervision by a present staff member. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted that the Berard accept the Manager's <br />recommendation to create a new position, Eligibility Specialist I, and <br />the reclassification of one Eligibility Specialist I to Eligibility <br />Specialist II be allowed within the Department of Social Services. <br />The Chairman referred to Item 15: Chairman Garrett will review <br />a calendar prepared by Mr. James Webb, Architect developing the Mental <br />Health Center Project, relating to completion of the center. <br />The Chairman stated that she had met with Mr. Bill Baxter, the <br />new director of Orange-Person-Chatham Mental Health Center, and James <br />.Webb, the Architect who is working on the Mental Health Project in the <br />Northside Community. The Chairman reviewed a schedule which was pre- <br />pared by Mr. Webb relating to the completion of the Center. The Chair- <br />man explained that work is now in the second submission phase and that <br />documents are to be submitted to the Facility Service in Raleigh by <br />November 3rd. The final drawings will be submitted sometime near <br />January 10, 1977. They are hoping to advertise for bids February 14, <br />1977, with construction to begin in the Spring. <br />Mrs. Garrett suggested that the Board meet with the Orange°Person- <br />- Chatham Mental Health people to review the project and to be brought <br />up.ta date on teh activities involved. <br />Commissioner Gustaveson suggested that the Board set a date for <br />this meeting later in the day. <br />Chairman Garrett referred to Item 13: The Director of the Council <br />on Aging has requested his Department's Office be moved from their <br />present site in the County Agriculture Building to the Hillsborough <br />Town Hall. Office space at this site (two rooms and utilities) can be <br />acquired for $150. per month. <br />Commissioner Gustaveson questioned why the Town of Hillsborough <br />would not pay the rental charge of $150. for the office space. He <br />questioned the rental charge of an agency that provided services to <br />
