The Manager recommends this petition be acknowledged, and the <br />petiticners advised their project will be considered when particip- <br />ating paving projects are again reviewed by the Board of Commissioners. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted that the Board of Commissioners acknow- <br />ledge the receiving of the petition from the residents of the Colonial <br />Hills area and inform them that their request will be considered when <br />the Commissioners again review the participating paving program and when <br />funds are again available. <br />Item 9: The State Department of Transportation has advised the -- <br />Board of Commissioners additional funds for secondary road work have <br />been allocated Orange County. At present, the Department of Transport- <br />ation proposes these funds be devoted to work on Old Highway $6. - <br />Commissioner Gustaveson moved that the Board accept the Department <br />of Transportation's recommendation for work on Highway 86. <br />Commissioner Pinney seconded this motion. <br />Discussion ensued. Commissioner Whitted stated that he felt there <br />were other roads with higher priorities in the County than Old #86. He <br />spoke of the need for Lawrence Road to be completed and he requested <br />that the Board reject the recommendation of the Department of Trans- <br />portation. <br />Further discussion ensued. It was pointed out that Lawrence Road <br />could be completed, however, there was not enough funds available to <br />complete improvement on Hwy. 86. <br />Upon motion of Commissioner Walker, seconded by Commissioner <br />Whitted, it was moved and adopted that this matter be tabled until the <br />next meeting of the Commissioners and to request that a representative <br />from the Department of Transportation be present at the next meeting <br />to discuss with the Board Old Hwy. #86 as opposed to Lawrence Road <br />and the monies required fro these roads. <br />The Chairman referred to Item 12: Will the Board of Commissioners <br />designate 12:00 Noon on Monday, December 6, 1976, as the time for a <br />public hearing to consider closing of Cedar Creek Drive in the Hidden <br />Hills Subdivision located in Eno Township of Orange County. <br />This item was temporary deferred. <br />The Chairman referred to Item.17: The Finance Director recommends <br />the adoption of a Project Ordinance rather than a Budget Ordinance <br />Amendment for the formal appropriation of the EMS Communications System. <br />A memorandum from the Finance Director explained that the purpose <br />of this action as recited in Section 150-13.2 of the N.C. General <br />Statutes, adopted by the 1975 General Assembly, separates projects <br />such as the EMS Communications system, out of the normal budget process, <br />while still retaining other standaxd budgetary elements. A Capital Pro- <br />ject Ordinance will not have to be considered every year for appropriatian, <br />but it is subject to amendment, subject to audit, and subject to being <br />included in the Manager's annual budget submission for information pur- <br />poses. A separate group o~ accounts will be kept for this project. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to accept the Finance Director's re- <br />commendation to adopt a Project Ordinance rather than a Budget Ordin- <br />ance Amendment for the formal appropriation of the EMS Communications <br />System. <br />The Board reviewed the Emergency Medical Service Communications <br />System Project Ordinance and requested that Items 1, 3, and 4 of the <br />Ordinance be changed to reflect the addition of the tape recording <br />equipment which was approved earlier in the meeting <br />Commissioner Gustaveson amended his motion to include the approval <br />of the tape recording equipment. <br />(Fox copy of the Project Ordinance see page of .this book.) <br />
