Upon motion of Commissioner Whitted, seconded by Commissioner Gustaveson, it was moved and adopted that the Board petition Governor Holshouser to petition the President of the United States to declare Orange County a natural disaster area as the result of the recent drought. ltem 5: Report on the result of competitive bids for tape re- cording equipment. The agenda attachment stated that Orange County has been awarded LEAA funds to acquire a ten channel tape recording device. The State LEAA has approved Orange County using these grant funds to acquire a twenty channel recording unit if the cost differential is raised locally. The'Joint Orange-Chatham Emergency Medical Services Council _ will provide through the Johnson Foundation funds the cost differential to acquire the larger and more expensive unit. The County Manager recommends the County accept the bid evalua- tion secured by the North Carolina Department of Natural and Economic Resources by purchasing the twenty channel Magnasync recorder at a price of $15,325. Upon motion of Commissioner Pinney, seconded by Commissioner. Whitted, it was moved and adapted that the County purchase the twenty channel Magnasync recorder at a price of $15,325. Commissioner Gustaveson moved that the proper appropriation be approved for the budget and that the adoption of a Project Ordinance rather than a Budget Ordinance for the appropriation of the EMS Communications System be taken care of later in the day. There was no second to this motion, however the Board did so agree. The Chairman referred to Item 7: The Manager recommends adoption of a resolution similiar to the one submitted endorsing the Hillsborough 201 Plan. "WHEREAS, the consulting engineering firm of Wiggins-Rimer and Associates has prepared a 201 Wastewater Facilities Plan in accordinace with the regulations of Public Law 92-5D0 far the designated Hillsborough 201 Wastewater Facilities Planning area located in Orange County, North Carolina; and WHEREAS, the Facilities Plan, as prepared, has evaluated the present wastewater treatment and collection practices, imple- mented by the Twon iNi the facilities planning area, with alternative wastewater treatment methods, and has evaluated the alternatives on the basis of cost effectiveness and environ- mental soundness; and WHERE, after a public hearing held on October 4, 1976, and further review of the total plan, Wiggins-Rimer and Associates has recommended alternative 'A', NO ACTION, as the mast cost effective and environmentally sound wastewater treatment strategy; NOW, THEREFORE, upon the motion of County-Commissioner Jan.Pinn.ey, seconded by Commissioner County Commissioner Norman Gustaveson, and unanimously adopted by the Board of County Commissioners of Orange Gounty, North Carolina; BE IT RESOLVED that alternative 'A', NO ACTION, of the 201 Wastewater Facilities Plan for the Hillsborough Planning Area is hereby approved. ADOPTED, this the lst day of November, 1976." Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, it was moved and adopted that the Resolution endorsing the Hillsborough 2D1 Plan be approved. The'Chairman referred to Item 8: Residents of the Colonial Hills area have petitioned the Board of Commissioners to approve a "Partici- pating Paving Program" in their area.
