Upon motion of Commissioner Whitted, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the Board petition Governor <br />Holshouser to petition the President of the United States to declare <br />Orange County a natural disaster area as the result of the recent <br />drought. <br />ltem 5: Report on the result of competitive bids for tape re- <br />cording equipment. <br />The agenda attachment stated that Orange County has been awarded <br />LEAA funds to acquire a ten channel tape recording device. The State <br />LEAA has approved Orange County using these grant funds to acquire a <br />twenty channel recording unit if the cost differential is raised <br />locally. The'Joint Orange-Chatham Emergency Medical Services Council <br />_ will provide through the Johnson Foundation funds the cost differential <br />to acquire the larger and more expensive unit. <br />The County Manager recommends the County accept the bid evalua- <br />tion secured by the North Carolina Department of Natural and Economic <br />Resources by purchasing the twenty channel Magnasync recorder at a <br />price of $15,325. <br />Upon motion of Commissioner Pinney, seconded by Commissioner. <br />Whitted, it was moved and adapted that the County purchase the twenty <br />channel Magnasync recorder at a price of $15,325. <br />Commissioner Gustaveson moved that the proper appropriation be <br />approved for the budget and that the adoption of a Project Ordinance <br />rather than a Budget Ordinance for the appropriation of the EMS <br />Communications System be taken care of later in the day. <br />There was no second to this motion, however the Board did so agree. <br />The Chairman referred to Item 7: The Manager recommends adoption <br />of a resolution similiar to the one submitted endorsing the Hillsborough <br />201 Plan. <br />"WHEREAS, the consulting engineering firm of Wiggins-Rimer <br />and Associates has prepared a 201 Wastewater Facilities Plan <br />in accordinace with the regulations of Public Law 92-5D0 far <br />the designated Hillsborough 201 Wastewater Facilities Planning <br />area located in Orange County, North Carolina; and <br />WHEREAS, the Facilities Plan, as prepared, has evaluated the <br />present wastewater treatment and collection practices, imple- <br />mented by the Twon iNi the facilities planning area, with <br />alternative wastewater treatment methods, and has evaluated <br />the alternatives on the basis of cost effectiveness and environ- <br />mental soundness; and <br />WHERE, after a public hearing held on October 4, 1976, and <br />further review of the total plan, Wiggins-Rimer and Associates <br />has recommended alternative 'A', NO ACTION, as the mast cost <br />effective and environmentally sound wastewater treatment strategy; <br />NOW, THEREFORE, upon the motion of County-Commissioner Jan.Pinn.ey, <br />seconded by Commissioner County Commissioner Norman Gustaveson, <br />and unanimously adopted by the Board of County Commissioners of <br />Orange Gounty, North Carolina; <br />BE IT RESOLVED that alternative 'A', NO ACTION, of the 201 <br />Wastewater Facilities Plan for the Hillsborough Planning Area <br />is hereby approved. <br />ADOPTED, this the lst day of November, 1976." <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the Resolution endorsing <br />the Hillsborough 2D1 Plan be approved. <br />The'Chairman referred to Item 8: Residents of the Colonial Hills <br />area have petitioned the Board of Commissioners to approve a "Partici- <br />pating Paving Program" in their area. <br />
