Commissioner Walker suggested that the Board review the Dog Program. <br />He stated that the Dog Pound had been an urgent matter for a long time. <br />Commissioner Pinney stated that the County had been waiting for <br />Chapel Hill and were still waiting. <br />Chairman Garrett stated that she felt a letter should be sent to <br />Chapel Hill and inform them that the County was ready to proceed and <br />asked them if they are interested in proceeding. If not, the County <br />should proceed on their own. <br />The County Manager informed the Board that at arecent meeting with <br />Chapel Hill's Management and Planning Staff, and the County's Management <br />and Planning Staff, bath Chapel Hill and the Ccunty had agreed to evalu- <br />ate and identify sites for a Dog Pound. The County Planning Department <br />has identified two sites and they have not heard from Chapel Hill. <br />Discussion ensued concerning Chapel Hill's intent regarding a joint <br />Dog Pound. ~ <br />The consensus of the Board was that a letter be sent to Chapel Tull <br />and set a deadline for plans and discussion by the end of the year. If <br />the Board has not heard by the end of the year, the County will proceed <br />on their own. <br />The next item for discussion was water resources. <br />Commissioner Walker read a letter from Dr. CoroDon Fuller, District <br />Health Director, endorsing the B. Everette Jordan Land and Dam. <br />Commissioner Whitted stated that he did not think Orange County <br />should seriously consider the Jordan Lake in meeting future water needs. <br />He stated that he did not think the lake would be filled and if it was <br />filled, it would not be the quality of water that could be used. <br />Commissioner Walker stressed the need to develop information in <br />order to answer some of the technical questions which were asked recently <br />• at the Cane Creek public meeting regarding the Cane Creek project. <br />Chairman Garrett stated that many answers to these questions are <br />found in the Corp of Engineers Reprot on the B. Everette Jordan Lake <br />and Dam. <br />Further discussion ensued concerning Dr. Fuller's letter. The <br />Board stated that they felt Dr. Fuller should .come before the Board and <br />make a full statement regarding what he knows about the safety of the <br />water of the B. Everette Jordan Lake and Dam. <br />Commissioner Gustaveson stated that .he felt a coordinating body <br />should be formed to review all the issues related to water resources <br />in the area. He stated that there are many separate things, but all <br />are related. <br />The Board deferred from its work session to hear from the Soil <br />Conservationist, Gene Owens, regarding the revised RC&D Project Plan. <br />Mr. Owens stated that Raleigh has suggested that a Resolution from the <br />County Commissioners be initiated stating that the Berard approve the <br />RC&D Project Plan as revised with the stipulation that the Commissioners <br />Policy Statement on the Eno River be adhered to with zespect to the <br />RC&D funds and that all projects affecting the Eno River came before <br />the Board of Commissioners for final approval. <br />The Board agreed that this was the correct procedures. <br />"WHEREAS, the North Central Piedmont Resource Conservation and <br />Development Project Plan contains several project measures <br />regarding the Eno River and its environs, and <br />WHEREAS, The Orange County Board of Cormn9.ssioners has developed <br />a policy statement regarding the Eno River and its environs, <br />NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of <br />Commissioners da endorse and sponsor the North Central Piedmont <br />Resource Conservation and Development Project Plan as revised in <br />July, 1976, with the requirement that the Orange County Board of <br />Commissioners' Policy Statement, adopted May 11, 1976, on the Eno <br />River be adhered to with respect to the Resource Conservation and <br />Development Funds and that all projects affecting the .Eno River <br />and its environs come before the said Board of Commissioners for <br />their final approval." <br />
