I The following ordinance was introduced by Alderman- and duly seconded by Alderman. <br />2 <br />3 AN ORDINANCE AMENDING THE CARRBORO LAND USE ORDINANCE TO IMPLEMENT <br />4 THE RECOMMENDATIONS OF THE FACILITATED SMALL AREA PLAN FOR <br />5 CARRBORO'S NORTHERN STUDY AREA <br />6 <br />7 WHEREAS, on August 19, 1997, the Board of Aldermen unanimously accepted the modified plan <br />8 for the Northern Study Area produced by a facilitated planning conference held on April 19 and May 31, <br />9 1997; and <br />10 <br />11 WHEREAS, the Small Area Plan Ordinance Drafting Committee appointed by the Board of <br />12 Aldermen has recommended a series of ordinance amendments to implement the recommendations of the <br />13 plan; and <br />14 <br />15 WHEREAS, the amendments proposed by the committee are intended to achieve the following <br />16 objectives: <br />17 <br />18 1. To conserve open land, including those areas containing unique and sensitive natural <br />19 features such as woodlands, steep slopes, streams, floodplains and wetlands, by <br />20 setting them aside from development; <br />21 <br />22 2. To provide greater design flexibility and efficiency in the siting of services and <br />23 infrastructure, including the opportunity to reduce length of roads, utility runs, and the <br />24 amount of paving required for residential development; <br />25 <br />26 3. To reduce erosion and sedimentation by the retention of existing vegetation, and the <br />27 minimization of development on steep slopes; <br />28 <br />29 4. To provide for a diversity of lot sizes, building densities, and housing choices to <br />30 accommodate a variety of age and income groups, and residential preferences, so that <br />31 the community's population diversity may be restored and enhanced; <br />32 <br />33 5. To implement adopted policies to conserve a variety of irreplaceable and <br />34 environmentally sensitive resource lands as set forth in the Town's Land Use <br />35 Ordinance including provisions for reasonable incentives to create an interconnected <br />36 and continuous greenway system for the benefit of present and future residents; <br />37 <br />38 6. To implement adopted land use, transportation, and community policies, as identified <br />39 in the Town's Land Use Ordinance; <br />40 <br />41 7. To protect areas with productive agricultural soils for continued or future agricultural <br />42 use for specialty crops or other intensive, small-scale operations; <br />43 <br />44 8.
